WOOLARD AND PHELPS.

   625 ILCS 5/4-203          from Ch. 95 1/2, par. 4-203                       
   625 ILCS 5/11-501.9 new                                                     

        Amends the Illinois Vehicle Code.  Provides that if a  person  is      
   convicted  of driving under the influence of alcohol or drugs twice in      
   a 5 year period, a law enforcement agency shall  impound  the  vehicle      
   used in the offense if the person convicted is the registered owner of      
   the vehicle.  Provides that the vehicle shall be kept in storage until      
   the statutory summary suspension period has passed, or a restricted or      
   judicial  driving  permit  is  issued  and  all license reinstatement,      
   towing, and storage fees have been paid.
