For certain firemen with at least 30 years of service credit who withdraw from service on or after the effective date of this amendatory Act, accelerates the automatic annual increase, increases it to 3%, and removes the 30% maximum. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
