Amends the School Code. Specifies types of services that
are included in the school social work services that may be
provided by qualified specialists who hold Type 73 School
Service Personnel Certificates endorsed for school social
work. Effective immediately.

1 AN ACT to amend the School Code by adding Section
2 14-1.09.2.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The School Code is amended by adding Section
6 14-1.09.2 as follows:
7 (105 ILCS 5/14-1.09.2 new)
8 Sec. 14-1.09.02. School Social Work Services. In the
9 public schools, social work services may be provided by
10 qualified specialists who hold Type 73 School Service
11 Personnel Certificates endorsed for school social work issued
12 by the State Teacher Certification Board.
13 School social work services may include, but are not
14 limited to:
15 (1) Identifying students in need of services by
16 conducting a social-developmental study which includes an
17 assessment of the psychosocial adjustment, formal and
18 informal adaptive behaviors, and cultural background that
19 impact on those students' adjustment to, and performance in,
20 school;
21 (2) Developing and implementing comprehensive
22 interventions with students, parents, and teachers that will
23 enhance student adjustment to, and performance in, the school
24 setting;
25 (3) Consulting and collaborating with teachers and other
26 school personnel regarding behavior management and
27 intervention plans and inclusion in support of special
28 education students in regular classroom settings;
29 (4) Providing individual, family, and group counseling
30 with students and parents if a school social worker
31 determines it is needed to maximize a student's social,

1 emotional, and academic potential;
2 (5) Acting as a liaison between the public schools and
3 community resources;
4 (6) Developing and implementing school-based prevention
5 programs including conflict resolution, mediation, and
6 violence prevention;
7 (7) Providing crisis intervention within the school
8 setting;
9 (8) Supervising school social work interns enrolled in
10 school social work programs that meet the standards
11 established by the State Board of Education; and
12 (9) Providing parent education and training in order to
13 help students in resolving home-school issues.
14 Nothing in this Section prohibits other certified
15 professionals from providing any of the services listed in
16 this Section.
17 Section 99. Effective date. This Act takes effect upon
18 becoming law.
