105 ILCS 5/34-18.17 new
Amends the School Code. Requires school boards to
establish, implement, and enforce a policy under which a
student in any of grades 9 through 12 who fails to maintain a
minimum grade point average or a minimum grade in each course
in which the student is enrolled or both is suspended from
further participation in school-sponsored or school-supported
athletic or extracurricular activities for a specified period
of time or until a specified minimum grade point average or
grade or both are earned by the student. Requires school
boards to file a copy of the policy with the State Board of
Education and to annually report the number and duration of
suspensions imposed and modifications made to the policy
since the filing of its last report.

1 AN ACT to amend the School Code by changing Section
2 10-22.40.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The School Code is amended by changing
6 Section 10-22.40 as follows:
7 (105 ILCS 5/10-22.40) (from Ch. 122, par. 10-22.40)
8 Sec. 10-22.40. Membership dues. To pay State and
9 national association membership dues to school associations
10 which benefit students by participation or accreditation.
11 Any association subject to Article 23 of this Act must be in
12 current compliance with the reporting requirements of Section
13 23-6 in order to qualify as a recipient of membership dues
14 under this Section. No dues may be paid to any association
15 which has as one of its purposes providing for athletic and
16 other competition among schools and students unless that
17 association:
18 A. permits a post audit by the Auditor General under the
19 Illinois State Auditing Act;
20 B. submits an annual report to the State Board of
21 Education dealing with trends in female participation in
22 athletic competition, including the numbers of female and
23 male participants from each member school and details on
24 programs by the association to increase female participation;
25 and
26 C. is either subject to, or voluntarily complies with,
27 the public access provisions set forth for State agencies in
28 Sections 3 and 4 of The State Records Act; and.
29 D. adopts, implements, and enforces, beginning on July
30 1, 1998 and thereafter, statewide minimum academic standards
31 that must be met by a student enrolled in any of grades 9

1 through 12 as a condition of that student's eligibility to
2 participate in any interscholastic athletic competition or
3 other extracurricular activity that is sponsored by or
4 conducted under the auspices of that association. Those
5 minimum academic standards shall provide:
6 (1) that in order to participate in any such
7 interscholastic athletic competition or extracurricular
8 activity, a student must be earning a passing score that
9 is at least equal to the minimum passing score
10 established by the association in at least 20 credit
11 hours of high school work per week;
12 (2) that a student who has completed a semester of
13 enrollment in a high school located in this State must,
14 in order to participate in any such interscholastic
15 athletic competition or extracurricular activity in any
16 succeeding semester, have earned a passing score that is
17 at least equal to the minimum passing score established
18 by the association in at least 20 credit hours of high
19 school work for the semester immediately preceding the
20 semester during which the student wishes to participate
21 in the interscholastic athletic competition or
22 extracurricular activity; and
23 (3) that a student who has completed the first
24 grading period of his or her initial year of enrollment
25 in a high school located in this State must, in order to
26 participate in any such interscholastic athletic
27 competition or extracurricular activity in any succeeding
28 grading period, have a minimum cumulative grade point
29 average that is at least equal to the minimum grade point
30 average established by the association.
31 The provisions of this amendatory Act of 1997 that
32 prohibit a school district from paying dues to an association
33 that has as one of its purposes providing for athletic or
34 other competition among schools and students unless that

1 association adopts, implements, and enforces statewide
2 minimum academic standards as required by paragraph D of this
3 Section apply to the school board, board of education, or
4 other governing board of all school districts, including
5 special charter districts and school districts organized
6 under Article 34.
