105 ILCS 5/29-3 from Ch. 122, par. 29-3
Amends the School Code. Provides that school districts
providing free pupil transportation services for the first
time during fiscal years 1999-2000, 2000-2001, or 2001-2002
may receive State funding for those services for the first
such year in which those services are provided from a
separate appropriation made for that purpose. Establishes
the formula under which the amount of a district's funding is
determined and provides for quarterly payment of that amount
during the school year in which the transportation services
are provided. Effective immediately.

1 AN ACT to amend the School Code by adding Section 29-18.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
5 29-18 as follows:
6 (105 ILCS 5/29-18 new)
7 Sec. 29-18. Grant program for first-time transportation
8 costs.
9 (a) To assist school districts that are not providing
10 free pupil transportation on the effective date of this
11 amendatory Act of 1998, there is created a new pupil
12 transportation start-up grant program. This grant program
13 shall be administered by the State Board of Education and
14 shall be funded from appropriations made expressly for that
15 purpose.
16 (b) Districts providing free transportation services for
17 the first time will be allowed to receive grant funding
18 during the first year of operation from an appropriation
19 designated for such initial services during fiscal years
20 1999, 2000, and 2001. To qualify for that funding, the
21 district must file a notice of intent to provide free
22 transportation indicating the number of students to be
23 transported no later than August 15 of the first year of
24 operation. From the appropriation for such initial services,
25 the district will receive 4 quarterly payments based upon the
26 number of students to be transported multiplied by the
27 average State reimbursement per pupil transported paid to
28 school districts under Section 29-5 for the prior year's
29 regular transportation services. Vouchers for the quarterly
30 payments shall be prepared and transmitted by the State Board
31 of Education to the State Comptroller for payment on October

1 15, January 15, April 15 and July 15.
2 (c) School districts that obtain start-up grant funding
3 under this Section shall not claim reimbursement under
4 Section 29-5 for transportation costs associated with
5 students who are transported using start-up grant funds
6 provided under this Section.
7 (d) This Section is repealed on June 30, 2001.
8 Section 99. Effective date. This Act shall take effect
9 upon becoming law.
