1 AMENDMENT TO HOUSE BILL 2802
2 AMENDMENT NO. . Amend House Bill 2802 on page 1, by
3 replacing lines 7 through 31 with the following:
4 "Sec. 29-18. Loan program for first-time transportation
5 costs.
6 (a) To assist school districts that are not providing
7 free pupil transportation on the effective date of this
8 amendatory Act of 1998, there is created a new pupil
9 transportation interest-free start-up loan program. This
10 loan program shall be administered by the State Board of
11 Education and shall be funded from appropriations made
12 expressly for that purpose.
13 (b) A school district providing free transportation
14 services for the first time during fiscal year 1999, 2000, or
15 2001 may receive a loan during the first year of operation
16 from an appropriation designated for such initial services.
17 To qualify for that funding, the district shall file a notice
18 of intent to provide free transportation indicating the
19 number of students to be transported no later than August 15
20 of the first year of operation. From the appropriation for
21 such initial services, the district shall receive 4 quarterly
22 payments based upon the number of students to be transported
23 multiplied by the average State reimbursement per pupil
24 transported paid to school districts under Section 29-5 for

1 the prior year's regular transportation services. However,
2 if the amount appropriated for such initial services is
3 insufficient to fund total loan amounts for any fiscal year,
4 the State Board of Education shall reduce each district's
5 allowable loan amount proportionately to make total adjusted
6 loan amounts equal to the total amount appropriated. Vouchers
7 for the quarterly payments shall be prepared and transmitted
8 by the State Board of Education to the State Comptroller for
9 payment on October 15, January 15, April 15, and July 15.
10 (c) A school district that obtains a start-up loan under
11 this Section shall be allowed to claim reimbursement under
12 Section 29-5 for transportation costs associated with
13 students who are transported using this start-up loan.
14 (d) To repay the funds received under this start-up
15 loan, the State Superintendent of Education shall subtract
16 one-tenth of the amount of the loan from the amount due for
17 the school district's reimbursement claim under Section 29-5
18 each year until the loan is repaid. The difference shall be
19 the new amount due for the district's reimbursement claim
20 under Section 29-5."; and
21 on page 2, by deleting lines 1 through 7.
