1 AMENDMENT TO HOUSE BILL 3461
2 AMENDMENT NO. . Amend House Bill 3461 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The Civic Center Code is amended by adding
5 Article 57 as follows:

9 (70 ILCS 200/57-1 new)
10 Section 57-1. Short title. This Article may be cited as
11 the Chicago Southland Civic Center Law of 1998.
12 (70 ILCS 200/57-5 new)
13 Sec. 57-5. Definitions. When used in this Article:
14 "Authority" means the Chicago Southland Civic Center
15 Authority.
16 "Board" means the governing and administrative body of
17 the Chicago Southland Civic Center Authority.
18 "Metropolitan area" means all that territory in the State
19 of Illinois lying within the corporate boundaries of the
20 following municipalities: Alsip, Argo/Summit, Bedford Park,

1 Beecher, Blue Island, Bridgeview, Burbank, Burnham, Calumet
2 City, Calumet Park, Chicago Heights, Chicago Ridge, Country
3 Club Hills, Crestwood, Crete, Dixmoor, Dolton, East Hazel
4 Crest, Evergreen Park, Flossmoor, Ford Heights, Forest View,
5 Frankfort, Glenwood, Grant Park, Harvey, Hazel Crest, Hickory
6 Hills, Hometown, Homewood, Justice, Lansing, Lemont,
7 Lockport, Lynwood, Manhattan, Manteno, Markham, Matteson,
8 Merrionette Park, Midlothian, Mokena, Momence, Monee, New
9 Lenox, Oak Forest, Oak Lawn, Olympia Fields, Orland Hills,
10 Orland Park, Palos Heights, Palos Hills, Palos Park, Park

16 Sec. 57-10. Authority created. The Chicago Southland
17 Civic Center Authority is created as a political subdivision,
18 body politic, and municipal corporation in the metropolitan
19 area.
20 (70 ILCS 200/57-15 new)
21 Sec. 57-15. Board created. The governing and
22 administrative body of the Authority shall be known as the
23 Chicago Southland Civic Center Authority Board. The members
24 of the Board shall be individuals of generally recognized
25 ability and integrity.

27 Sec. 57-20. Board members' appointment.
28 (a) Within 60 days after the effective date of this
29 amendatory Act of 1998, (i) each county commissioner of Cook
30 County whose district includes territory within the

1 designated metropolitan area shall appoint one member to the
2 Board and (ii) the members of the Will County Board whose
3 districts include territory within the designated
4 metropolitan area shall collectively recommend to the
5 presiding officer of the Will County Board 4 persons as
6 candidates for appointment to the Board of the Authority and
7 the presiding officer shall then appoint 2 of those
8 recommended persons to the Board of the Authority to
9 represent Will County at large. The appointing official may
10 remove any member of the Board appointed by the official in
11 case of incompetency, neglect of duty, or malfeasance in
12 office after service on the member by registered United
13 States mail, return receipt requested, of a copy of the
14 written charges against the member and an opportunity to be
15 publicly heard in person or by counsel in the member's own
16 defense upon not less than 10 days' notice.
17 (b) At the first meeting of the initially appointed
18 Board members, they shall, by lot, divide themselves as
19 equally as possible into 2 groups. The first group of Board
20 members shall have 2-year terms, and the second group of
21 Board members shall have 4-year terms. The successor of each
22 Board member shall have a 4-year term.
23 (c) Members of the Board shall hold office until their
24 respective successors have been appointed and are qualified.
25 Any member may resign from office, and the resignation takes
26 effect when the member's successor has been appointed and
27 qualified. In case of failure to qualify within the time
28 required, abandonment of office, death, conviction of a
29 felony, or removal from office, a member's office shall
30 become vacant. The pertinent county official shall appoint an
31 individual to fill the vacant position.

33 Sec. 57-25. Organization of the Board. As soon as

1 practically possible after the appointment of the initial
2 Board members, the Board shall organize for the transaction
3 of business, elect a chairperson and a temporary secretary
4 from its own number, and adopt by-laws and regulations to
5 govern the proceedings. The chairperson shall be elected for
6 the time period of his or her term of office. The Board
7 appointees shall have weighted votes in proportion to the
8 population of their represented territory as determined by
9 the last preceding federal census. If more than one
10 appointee represents the same territory within a county
11 district, then they shall have weighted votes in proportion
12 to equal segments of that territory's population as
13 determined by the last preceding federal census. All actions
14 of the Board shall be by ordinance or resolution and the
15 affirmative vote of the majority of members shall be
16 necessary for the adoption of any ordinance or resolution.
17 The presence of a majority of the Board members plus one
18 additional Board member shall constitute a quorum for the
19 transaction of business.

23 Code are incorporated by reference into this Article:

26 Sec. 57-35. Conditional repeal. Unless the Authority has
27 commenced construction of a civic center before January 1,
28 2002, this Article shall be repealed on July 1, 2002. As
29 soon as practically possible before a repeal of this Article,
30 the Board shall wind up its affairs and dissolve the
31 Authority.
32 Section 99. Effective date. This Act takes effect on
