1 AMENDMENT TO SENATE BILL 918
2 AMENDMENT NO. . Amend Senate Bill 918 by replacing
3 the title with the following:
4 "AN ACT to amend the Governor's Council on Physical
5 Fitness and Sports Act by changing the title and Sections 1
6 and 2 and by adding Section 8."; and
7 by replacing everything after the enacting clause with the
8 following:
9 "Section 5. The Governor's Council on Physical Fitness
10 and Sports Act is amended by changing the title and Sections
11 1 and 2 and by adding Section 8 as follows:

13 An Act to create the Governor's Council on Health and
14 Physical Fitness and Sports.

16 Sec. 1. This Act may be cited as the Governor's Council
17 on Health and Physical Fitness and Sports Act.

2 Sec. 2. There is created the Governor's Council on
3 Health and Physical Fitness and Sports Council, hereafter
4 referred to as the Council. The Council shall consist of no
5 more than 50 residents of Illinois who have distinguished
6 themselves in sports or who maintain an active concern for
7 the health and physical well being of the citizens of
8 Illinois. All the members of the Council shall be appointed
9 by the Governor and shall serve terms on the Council at his
10 pleasure without compensation. On the effective date of this
11 amendatory Act of 1997, no more than 25 members of the
12 Council shall be appointed to 2-year terms which shall expire
13 on December 31, 1999 and no more than 25 members shall be
14 appointed to 4-year terms which shall expire on December 31,
15 2001. On or after January 1, 2000, all successive
16 appointments to the Council shall be for 4-year terms.
17 The Illinois Department of Public Health shall provide
18 the Council with such administrative, technical and clerical
19 support services as it may need to carry out its duties,
20 including all filings necessary to transfer ownership of any
21 copyright interests from the Illinois Governor's Health and
22 Physical Fitness Council to the Governor's Physical Fitness
23 and Sports Council.
24 The changes to this Act made by this amendatory Act of
25 1992 shall not affect (1) any proceeding commenced prior to
26 the effective date of this amendatory Act to which the
27 Council is a party; (2) the validity of any procedure,
28 policy, or action of the Council that was adopted or taken
29 prior to the effective date of this amendatory Act; nor (3)
30 the term of service of any member of the Council. Any rules
31 adopted under Section 7 of this Act are hereby repealed.

1 Sec. 8. Standards of accreditation. The Governor's
2 Council on Health and Physical Fitness shall establish, by
3 rule, minimum standards for the accreditation of Coaches'
4 Safety Orientation and Training Skills Programs and
5 Officials' Safety Orientation and Training Skills Programs.
6 The coaches' programs, at minimum, shall cover the medical,
7 legal, and first aid aspects of coaching; training and
8 conditioning of athletes; psychological aspects of coaching;
9 and general coaching concepts. The officials' programs, at a
10 minimum, shall cover the legal aspects of officiating; safety
11 issues under the control of the official; and the rules of
12 the game. Programs accredited by the Governor's Council on
13 Health and Physical Fitness may be recognized by youth sports
14 programs and organizations, municipalities, park districts,
15 insurance carriers, and other organizations as acceptable
16 standards for volunteer coaches and officials.".
