1 AMENDMENT TO HOUSE BILL 3312
2 AMENDMENT NO. . Amend House Bill 3312 as follows:
3 on page 1, by replacing lines 1 and 2 with the following:
4 "AN ACT concerning special license plates."; and
5 on page 1, below line 4, by inserting the following:
6 "Section 5. The State Finance Act is amended by adding
7 Section 5.541 as follows:
8 (30 ILCS 105/5.541 new)
9 Sec. 5.541. The Organ Donor Awareness Fund."; and
10 on page 1, line 6, by replacing "Section 3-645" with
11 "Sections 3-645 and 3-646"; and
12 on page 2, below line 6, by inserting the following:
13 "(625 ILCS 5/3-646 new)
14 Sec. 3-646. Organ Donor Awareness license plates.
15 (a) The Secretary, upon receipt of an application made
16 in the form prescribed by the Secretary, may issue special
17 registration plates designated as Organ Donor Awareness
18 license plates. The special plates issued under this Section
19 shall be affixed only to passenger vehicles of the first

1 division and motor vehicles of the second division weighing
2 not more than 8,000 pounds. Plates issued under this Section
3 shall expire according to the multi-year procedure
4 established by Section 3-414.1 of this Code.
5 (b) The design and color of the plates is wholly within
6 the discretion of the Secretary, except that the phrase "Be
7 An Organ Donor" shall be on the plates, and the design of the
8 plates shall incorporate a reference to the Chicago Bears
9 organization and Walter Payton. The Secretary may allow the
10 plates to be issued as vanity plates or personalized under
11 Section 3-405.1 of the Code. The Secretary shall prescribe
12 stickers or decals as provided under Section 3-412 of this
13 Code.
14 (c) An applicant for the special plate shall be charged
15 a $25 fee for original issuance in addition to the
16 appropriate registration fee. Of this additional fee, $10
17 shall be deposited into the Organ Donor Awareness Fund and
18 $15 shall be deposited into the Secretary of State Special
19 License Plate Fund, to be used by the Secretary to help
20 defray the administrative processing costs.
21 For each registration renewal period, a $25 fee, in
22 addition to the appropriate registration fee, shall be
23 charged. Of this additional fee, $23 shall be deposited into
24 the Organ Donor Awareness Fund and $2 shall be deposited into
25 the Secretary of State Special License Plate Fund.
26 (d) The Organ Donor Awareness Fund is created as a
27 special fund in the State treasury. Subject to appropriation
28 by the General Assembly and approval by the Secretary, 50% of
29 the moneys in the Organ Donor Awareness Fund shall be paid as
30 grants to the Regional Organ Bank of Illinois, and the
31 remaining 50% of the moneys in that fund shall be paid as
32 grants to Mid-America Transplant Services.".
