1 AN ACT concerning municipal assistance.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Department of Commerce and Community
5 Affairs Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-455 as follows:
7 (20 ILCS 605/605-455 new)
8 Sec. 605-455. Office of Municipal Assistance.
9 (a) The Department must provide for, staff, and
10 administer an Office of Municipal Assistance. The Office
11 shall plan and coordinate existing State programs designed to
12 aid and stimulate the economic growth of depressed areas.
13 The Office must perform, but without limitation, the
14 following:
15 (1) Gather information concerning any State or
16 federal program that is designed to revitalize or assist
17 economically depressed areas in the State and provide
18 this information to public and private entities upon
19 request.
20 (2) Provide information, technical support, and
21 assistance to local officials, including, but not limited
22 to, assistance in grant applications, developing economic
23 development strategies, and complying with State and
24 federal laws, rules, and regulations affecting local
25 governments. All State agencies must cooperate with the
26 Office to provide the necessary information, materials,
27 and assistance necessary for the Office to carry out its
28 duties in an efficient manner.
29 (3) Accept grants, loans, or appropriations from the
30 State, the federal government, or any agency or
31 instrumentality of the State or federal government to be

1 used for the operating expenses of the Office and for the
2 purposes of the Office, including the making of direct
3 loans or grants of those moneys for public, private,
4 experimental, or cooperative housing, scientific
5 research, industrial parks, youth employment purposes,
6 business incubators, infrastructure development,
7 alternative energy resource development, community
8 facilities, and any other purpose related to the
9 revitalization of economically depressed areas.
10 (4) Make any rules necessary to carry out its
11 responsibilities.
12 (b) Units of local government eligible for assistance
13 under this Section must (i) be located in an area in need of
14 economic development, (ii) have developed a specific proposal
15 for economic development, and (iii) lack available local
16 revenues, resources, or knowledge necessary to implement the
17 proposal.
18 (c) This Section is repealed on January 1, 2005.
19 Section 99. Effective date. This Act takes effect on
20 January 1, 2001.
