1 AMENDMENT TO HOUSE BILL 4435
2 AMENDMENT NO. 2. Amend House Bill 4435 by replacing
3 the title with the following:
4 "AN ACT making appropriations and reappropriations."; and
5 by replacing everything after the enacting clause with the

22 may be necessary, is appropriated from the General Revenue
23 Fund to the Department of Public Health for distribution of
24 medical education scholarships authorized by an Act to
25 provide grants for family practice residency programs and
26 medical student scholarships through the Illinois Department
27 of Public Health.
28 Section 75. The sum of $1,600,000, or so much thereof as
29 may be necessary, is appropriated from the General Revenue

1 Fund to the Board of Higher Education for distribution as
2 grants authorized by the Illinois Consortium for Educational
3 Opportunity Act.
4 Section 80. The sum of $25,000, or so much thereof as
5 may be necessary, is appropriated from the Education
6 Assistance Fund to the Board of Higher Education for the
7 Illinois Occupational Information Coordinating Committee.
8 Section 81. The sum of $500,000, or so much thereof as
9 may be necessary, is appropriated from the General Revenue
10 Fund to the Board of Higher Education for a grant for the
11 Geographic Alliance.
12 Section 83. The sum of $10,000,000, or so much thereof as
13 may be necessary, is appropriated from the BHE Federal Grants
14 Fund to the Board of Higher Education to be expended under
15 the terms and conditions associated with the federal
16 contracts and grants moneys received.
17 Section 84. The sum of $1,000,000, or so much thereof as
18 may be necessary and remains unexpended at the close of
19 business on June 30, 2000, from an appropriation heretofore
20 made for such purpose in Article 1, Section 270 of Public Act
21 91-0008, as amended, is reappropriated from the Fund for
22 Illinois' Future to the Board of Higher Education for a grant
23 to DePaul University for technology scholarships and the High
24 Tech Workforce Crisis Program.
25 Section 85. The sum of $2,050,000, or so much thereof as
26 may be necessary, is appropriated from the General Revenue
27 Fund to the Board of Higher Education for distribution as
28 grants for Cooperative Work Study Programs to institutions of
29 higher education.

1 Section 87. The sum of $15,000,000, or so much thereof
2 as may be necessary, is appropriated from the Education
3 Assistance Fund to the Board of Higher Education for costs
4 related to the Illinois Century Network backbone, costs for
5 connecting colleges, universities, and others to the
6 backbone, and other costs related to development, use, and
7 maintenance of the Illinois Century Network.
8 Section 88. The sum of $50,000, or so much thereof as
9 may be necessary, is appropriated from the General Revenue
10 Fund to the Board of Higher Education for graduation
11 incentives grants.

4 Excellence 2000 Program in Mathematics and Science.

6 Section 5. The amount of $39,633,700, or so much thereof
7 as may be necessary, is appropriated from the General Revenue
8 Fund to the Board of Trustees of Chicago State University to
9 meet the ordinary and contingent expenses of the Board and
10 its educational institution, including payment or
11 reimbursement to the University for personal services costs
12 incurred during the fiscal year.
13 Section 10. The amount of $1,300,000, or so much thereof
14 as may be necessary, is appropriated from the Education
15 Assistance Fund to the Board of Trustees of Chicago State
16 University to meet the ordinary and contingent expenses of
17 the Board and its educational institution.
18 Section 15. The sum of $298,300, or so much thereof as
19 may be necessary and remains unexpended at the close of
20 business on June 30, 2000, from a reappropriation heretofore
21 made for such purpose in Article 1, Section 125 of Public Act
22 91-0008, is reappropriated from the Capital Development Fund
23 to the Board of Trustees of Chicago State University for
24 technology infrastructure improvements at Chicago State
25 University. No contract shall be entered into or obligation
26 incurred for any expenditures from the appropriation made in
27 this Section until after the purposes and amounts have been
28 approved in writing by the Governor.
29 Section 20. The sum of $201,100, or so much thereof as

1 may be necessary and remains unexpended at the close of
2 business on June 30, 2000, from a reappropriation heretofore
3 made for such purpose in Article 1, Section 175 of Public Act
4 91-0008, is reappropriated from the Capital Development Fund
5 to the Board of Trustees of Chicago State University for
6 technology infrastructure improvements at Chicago State
7 University. No contract shall be entered into or obligation
8 incurred for any expenditures from the appropriation made in
9 this Section until after the purposes and amounts have been
10 approved in writing by the Governor.

12 Section 5. The sum of $22,526,400, or so much thereof as
13 may be necessary, is appropriated from the General Revenue
14 Fund to the Board of Trustees of Governors State University
15 to meet the ordinary and contingent expenses of the
16 University, including payment or reimbursement to the
17 University for personal service and related costs, incurred
18 during the fiscal year ending June 30, 2001.
19 Section 10. The sum of $3,857,800, or so much thereof as
20 may be necessary, is appropriated from the Education
21 Assistance Fund to the Board of Trustees of Governors State
22 University to meet the ordinary and contingent expenses of
23 the University, including payment or reimbursement to the
24 University for personal service and related costs, incurred
25 during the fiscal year ending June 30, 2001.
26 Section 15. The sum of $221,800, or so much thereof as
27 may be necessary and remains unexpended at the close of
28 business on June 30, 2000, from a reappropriation heretofore
29 made for such purpose in Article 1, Section 135 of Public Act
30 91-8, is reappropriated from the Capital Development Fund to

1 the Board of Trustees of Governors State University for
2 technology infrastructure improvements at Governors State
3 University. No contract shall be entered into or obligation
4 incurred for any expenditures from the appropriation made in
5 this Section until after the purposes and amounts have been

7 Section 20. The sum of $143,600, or so much thereof as
8 may be necessary and remains unexpended at the close of
9 business on June 30, 2000, from a reappropriation heretofore
10 made for such purpose in Article 1, Section 185 of Public Act
11 91-8, is reappropriated from the Capital Development Fund to
12 the Board of Trustees of Governors State University for
13 technology infrastructure improvements at Governors State
14 University. No contract shall be entered into or obligation
15 incurred for any expenditures from the appropriation made in
16 this Section until after the purposes and amounts have been
17 approved in writing by the Governor.
18 ARTICLE 4
19 Section 5. The sum of $44,419,700, or so much thereof as
20 may be necessary, is appropriated from the General Revenue
21 Fund to the Board of Trustees of Eastern Illinois University
22 to meet the ordinary and contingent expenses of the
23 University, including payment or reimbursement to the
24 University for personal services and related costs, incurred
25 during the fiscal year ending June 30, 2001, and for salaries
26 accrued but unpaid to academic personnel for personal
27 services rendered during the fiscal year 2000 academic year.
28 Section 10. The sum of $6,489,000, or so much thereof as
29 may be necessary, is appropriated from the Education
30 Assistance Fund to the Board of Trustees of Eastern Illinois

1 University to meet the ordinary and contingent expenses of
2 the University, including payment or reimbursement to the
3 University for personal services and related costs, incurred
4 during the fiscal year ending June 30, 2001, and for salaries
5 accrued but unpaid to academic personnel for personal
6 services rendered during the fiscal year 2000 academic year.
7 Section 15. The sum of $814,444, or so much thereof as
8 may be necessary and remains unexpended at the close of
9 business on June 30, 2000, from an appropriation heretofore
10 made for such purpose in Article 3, Section 20 of Public Act
11 91-0008, is reappropriated from the Capital Development Fund
12 to Eastern Illinois University for digitalization
13 infrastructure for WEIU-TV.
14 Section 20. The sum of $8,850, or so much thereof as may
15 be necessary, is appropriated from the State College and
16 University Trust Fund to the Board of Trustees of Eastern
17 Illinois University for scholarship grant awards, in
18 accordance with Public Act 91-083.
19 Section 25. The sum of $814,444, or so much thereof as
20 may be necessary, is appropriated from the Capital
21 Development Fund to the Board of Trustees of Eastern Illinois
22 University for digitalization infrastructure for WEIU-TV, in
23 addition to amounts previously appropriated for such purpose.
24 No contract shall be entered into or obligation incurred for
25 any expenditure from the appropriation made in this Section
26 until after the purposes and amounts have been approved in
27 writing by the Governor.
28 Section 30. The sum of $4,000,000, or so much thereof as
29 may be necessary, is appropriated from the Capital
30 Development Fund to the Board of Trustees of Eastern Illinois

1 University to purchase equipment for the renovation and
2 expansion of Booth Library. No contract shall be entered
3 into or obligation incurred for any expenditure from the
4 appropriation made in this Section until after the purposes
5 and amounts have been approved in writing by the Governor.

7 Section 5. The sum of $36,636,100, or so much thereof as
8 may be necessary, is appropriated from the General Revenue
9 Fund to the Board of Trustees of Northeastern Illinois
10 University to meet the ordinary and contingent expenses of
11 the University, including payment or reimbursement to the
12 University for personal services and related costs incurred
13 during the fiscal year authorized by law, for the fiscal year
14 ending June 30, 2001.
15 Section 10. The sum of $5,974,000, or so much thereof as
16 may be necessary, is appropriated from the Education
17 Assistance Fund to the Board of Trustees of Northeastern
18 Illinois University to meet the ordinary and contingent
19 expenses of the University, including payment or
20 reimbursement to the University for personal services and
21 related costs incurred during the fiscal year authorized by
22 law, for the fiscal year ending June 30, 2001.
23 Section 15. The sum of $71,627, or so much thereof as
24 may be necessary and remains unexpended at the close of
25 business on June 30, 2000, from a reappropriation heretofore
26 made for such purpose in Article 1, Section 145 of Public Act
27 91-8, is reappropriated from the Capital Development Fund to
28 the Board of Trustees of Northeastern Illinois University for
29 technology infrastructure improvements at Northeastern
30 Illinois University. No contract shall be entered into or

1 obligation incurred for any expenditures from the
2 appropriation made in this Section until after the purposes
3 and amounts have been approved in writing by the Governor.
4 Section 20. The sum of $50,843, or so much thereof as
5 may be necessary and remains unexpended at the close of
6 business on June 30, 2000, from a reappropriation heretofore
7 made for such purpose in Article 1, Section 195 of Public Act
8 91-8, is reappropriated from the Capital Development Fund to
9 the Board of Trustees of Northeastern Illinois University for
10 technology infrastructure improvements at Northeastern
11 Illinois University. No contract shall be entered into or
12 obligation incurred for any expenditures from the
13 appropriation made in this Section until after the purposes
14 and amounts have been approved in writing by the Governor.
15 Section 25. The sum of $1,878,426, or so much thereof as
16 may be necessary and remains unexpended at the close of
17 business on June 30, 2000, from a reappropriation heretofore
18 made for such purposes in Article 28, Section 25 of Public
19 Act 91-20, is reappropriated from the Capital Development
20 Fund to the Board of Trustees of Northeastern Illinois
21 University for purchasing equipment for the Fine Arts
22 Complex.
23 ARTICLE 6
24 Section 5. The sum of $52,652,400, or so much thereof as
25 may be necessary, is appropriated from the General Revenue
26 Fund to the Board of Trustees of Western Illinois University
27 for any expenditures or purposes authorized by law, including
28 payment to the University for personal services and related
29 costs incurred, for the fiscal year ending June 30, 2001.

1 Section 10. The sum of $8,755,000, or so much thereof as
2 may be necessary, is appropriated from the Education
3 Assistance Fund to the Board of Trustees of Western Illinois
4 University for any expenditures or purposes authorized by
5 law, including payment to the University for personal
6 services and related costs incurred, for the fiscal year
7 ending June 30, 2001.
8 Section 15. The amount of $150,900, or so much thereof
9 as may be necessary and remains unexpended at the close of
10 business on June 30, 2000, from an appropriation heretofore
11 made for such purposes in Article 6, Section 15 of Public Act
12 91-8, is reappropriated from the Fund for Illinois' Future to
13 the Board of Trustees of Western Illinois University for all
14 costs associated with the repair, rehabilitation, and
15 replacement of the bull test station and its related
16 equipment.
17 Section 20. The amount of $125,000, or so much thereof
18 as may be necessary and remains unexpended at the close of
19 business on June 30, 2000, from an appropriation heretofore
20 made for such purposes in Article 6, Section 20 of Public Act
21 91-8, is reappropriated from the Fund for Illinois' Future to
22 the Board of Trustees of Western Illinois University for all
23 costs associated with the repair, rehabilitation, and
24 replacement of the roof on Sherman Hall.
25 Section 25. The amount of $125,000, or so much thereof
26 as may be necessary and remains unexpended at the close of
27 business on June 30, 2000, from an appropriation heretofore
28 made for such purposes in Article 6, Section 25 of Public Act
29 91-8, is reappropriated from the Fund for Illinois' Future to
30 the Board of Trustees of Western Illinois University for all
31 costs associated with the repair, rehabilitation, and

1 replacement of bleachers in Western Hall.
2 Section 30. The amount of $424,400, or so much thereof
3 as may be necessary and remains unexpended at the close of
4 business on June 30, 2000, from a reappropriation heretofore
5 made for such purposes in Article 1, Section 155 of Public
6 Act 91-8, is reappropriated from the Capital Development Fund
7 to the Board of Trustees of Western Illinois University for
8 technology infrastructure improvements at Western Illinois
9 University. No contract shall be entered into or obligation
10 incurred for any expenditures from the appropriation made in
11 this Section until after the purposes and amounts have been
12 approved in writing by the Governor.
13 Section 35. The amount of $25,000, or so much thereof as
14 may be necessary, is appropriated from the State College and
15 University Trust Fund to the Board of Trustees of Western
16 Illinois University for scholarship grant awards from the
17 sale of collegiate license plates.
18 ARTICLE 7
19 Section 5. The sum of $74,705,400, or so much thereof as
20 may be necessary, is appropriated from the General Revenue
21 Fund to the Board of Trustees of Illinois State University
22 for any expenditures or purposes authorized by law, including
23 payment to the University for personal services and related
24 costs incurred, for the fiscal year ending June 30, 2001.
25 Section 10. The sum of $13,056,400, or so much thereof
26 as may be necessary, is appropriated from the Education
27 Assistance Fund to the Board of Trustees of Illinois State
28 University for any expenditures or purposes authorized by
29 law, including payment to the University for personal

1 services and related costs incurred, for the fiscal year
2 ending June 30, 2001.
3 Section 15. The sum of $327,361, or so much thereof as
4 may be necessary and remains unexpended at the close of
5 business on June 30, 2000, from a reappropriation heretofore
6 made for that purpose in Article 7, Section 15 of Public Act
7 91-8, is reappropriated from the Capital Development Fund to
8 the Board of Trustees of Illinois State University for
9 remodeling and rehabilitation costs associated with the
10 merger of the Mennonite College of Nursing into Illinois
11 State University.
12 Section 20. The sum of $5,644, or so much thereof as may
13 be necessary and remains unexpended at the close of business
14 on June 30, 2000, from a reappropriation heretofore made for
15 that purpose in Article 1, Section 190 of Public Act 91-8, is
16 reappropriated from the Capital Development Fund to the Board
17 of Trustees of Illinois State University for technology
18 infrastructure improvements at Illinois State University.
19 Section 25. The sum of $180,830, or so much thereof as
20 may be necessary and remains unexpended at the close of
21 business on June 30, 2000, from a reappropriation heretofore
22 made for that purpose in Article 1, Section 140 of Public Act
23 91-8, is reappropriated from the Capital Development Fund to
24 the Board of Trustees of Illinois State University for
25 technology infrastructure improvements at Illinois State
26 University.
27 Section 30. The sum of $32,050, or so much thereof as
28 may be necessary, is appropriated from the State College and
29 University Trust Fund to Illinois State University for
30 student financial assistance.

6 as may be necessary, and remains unexpended at the close of
7 business on June 30, 2000, from an appropriation heretofore
8 made in Article 14, Section 745 of Public Act 91-8, approved
9 June 2, 1999, as amended, is reappropriated from the Fund for
10 Illinois' Future to the Illinois State Board of Education for
11 a grant to Bloom Township High School District 206 for all
12 costs associated with a Vocational Revitalization Program.
13 Section 755. The amount of $20,000, or so much thereof
14 as may be necessary, and remains unexpended at the close of
15 business on June 30, 2000, from an appropriation heretofore
16 made in Article 14, Section 755 of Public Act 91-8, approved
17 June 2, 1999, as amended, is reappropriated from the Fund for
18 Illinois' Future to the Illinois State Board of Education for
19 a grant to Bloom Township High School District 206 for school
20 safety programs.
21 Section 770. The amount of $25,000, or so much thereof
22 as may be necessary, and remains unexpended at the close of
23 business on June 30, 2000, from an appropriation heretofore
24 made in Article 14, Section 770 of Public Act 91-8, approved
25 June 2, 1999, as amended, is reappropriated from the Fund for
26 Illinois' Future to the Illinois State Board of Education for
27 a grant to the City of Chicago School District 299 for
28 Langston Hughes Elementary School.
29 Section 775. The amount of $25,000, or so much thereof
30 as may be necessary, and remains unexpended at the close of

2 may be necessary, and remains unexpended at the close of
3 business on June 30, 2000, from an appropriation heretofore
4 made in Article 14, Section 850 of Public Act 91-8, approved
5 June 2, 1999, as amended, is reappropriated from the Fund for
6 Illinois' Future to the Illinois State Board of Education for
7 a grant to the City of Chicago School District 299 for the
8 Parker Child/Parent Center.
9 Section 855. The amount of $3,000,000, or so much
10 thereof as may be necessary, is appropriated from the Fund
11 for Illinois' Future to the Illinois State Board of Education
12 for grants to educational facilities.
13 Section 860. No part of the money appropriated by this
14 Act shall be distributed to any school district in which any
15 students are excluded from or segregated in any public
16 schools within the meaning of the School Code, because of
17 race, color, or national origin.
18 Section 865. The sum of $5,000,000, or so much thereof
19 as may be necessary is appropriated from the Fund for
20 Illinois' Future to the Illinois State Board of Education for
21 all costs associated with grants to various units of local
22 government, community, civic, not-for-profit, educational
23 facilities and business development organizations for the
24 purpose of grants which include but are not limited to one
25 time operating assistance, construction, rehabilitation,
26 equipment purchases, and any other necessary costs.

28 Section 999. Effective date. This Act takes effect on
29 July 1, 2000.".
