14 Section 30. The amount of $15,000,000, or so much
15 thereof as may be necessary and remains unexpended at the
16 close of business on June 30, 1999, from an appropriation
17 heretofore made for such purpose in Section 30 of Article 14
18 of Public Act 90-585, is reappropriated from the Capital
19 Development Fund to the Board of Higher Education for
20 distribution as grants authorized by the Higher Education
21 Cooperation Act to support a statewide
22 telecommunications-based instructional delivery system. No
23 grants shall be made from the appropriation made in this
24 Section until after the amount has been approved in writing
25 by the Governor.
26 Section 35. The sum of $5,000,000, or so much thereof as
27 may be necessary, is appropriated from the General Revenue
28 Fund to the Board of Higher Education for distribution as
29 incentive grants to Illinois higher education institutions in
30 the competition for external grants and contracts.

1 Section 40. The sum of $16,149,600, or so much thereof
2 as may be necessary, is appropriated from the General Revenue
3 Fund to the Board of Higher Education for distribution as
4 grants authorized by Section 3 of the Illinois Financial
5 Assistance Act for Nonpublic Institutions of Higher Learning.
6 Section 45. The sum of $4,500,000, or so much thereof as
7 may be necessary, is appropriated from the Education
8 Assistance Fund to the Board of Higher Education for
9 distribution as grants authorized by Section 3 of the
10 Illinois Financial Assistance Act for Nonpublic Institutions
11 of Higher Learning.
12 Section 50. The following named amounts, or so much
13 thereof as may be necessary, respectively, are appropriated
14 from the General Revenue Fund to the Board of Higher
15 Education for distribution as grants authorized by the Health
16 Services Education Grants Act:

2 Section 60. The sum of $2,800,000, or so much thereof as
3 may be necessary, is appropriated from the General Revenue
4 Fund to the Board of Higher Education for distribution as
5 engineering equipment grants authorized by Section 9.13 of
6 the Board of Higher Education Act.
7 Section 65. The sum of $2,900,000, or so much thereof as
8 may be necessary, is appropriated from the Higher Education
9 Title II Fund to the Board of Higher Education for grants
10 from funds provided under the Dwight D. Eisenhower
11 Professional Development Program.
12 Section 70. The sum of $3,445,000, or so much thereof as
13 may be necessary, is appropriated from the General Revenue
14 Fund to the Department of Public Health for distribution of
15 medical education scholarships authorized by an Act to
16 provide grants for family practice residency programs and
17 medical student scholarships through the Illinois Department
18 of Public Health.
19 Section 75. The sum of $1,600,000, or so much thereof as
20 may be necessary, is appropriated from the General Revenue
21 Fund to the Board of Higher Education for distribution as
22 grants authorized by the Illinois Consortium for Educational
23 Opportunity Act.
24 Section 80. The sum of $25,000, or so much thereof as
25 may be necessary, is appropriated from the Education
26 Assistance Fund to the Board of Higher Education for the
27 Illinois Occupational Information Coordinating Committee.
28 Section 85. The sum of $1,950,000, or so much thereof as

1 may be necessary, is appropriated from the General Revenue
2 Fund to the Board of Higher Education for distribution as
3 grants for Cooperative Work Study Programs to institutions of
4 higher education.
5 Section 87. The sum of $15,000,000, or so much thereof
6 as may be necessary, is appropriated from the Education
7 Assistance Fund to the Board of Higher Education for costs
8 related to the Illinois Century Network backbone, costs for
9 connecting colleges and universities to the backbone, and
10 costs for connecting the LincOn Network to the backbone.

2 technology infrastructure improvements at Chicago State
3 University. No contract shall be entered into or obligation
4 incurred for any expenditures from the appropriation made in

7 Section 110. The sum of $441,400, or so much thereof as
8 may be necessary and remains unexpended at the close of
9 business on June 30, 1999, from an appropriation heretofore
10 made for such purpose in Article 14, Section 110 of Public
11 Act 90-585, is reappropriated from the Capital Development
12 Fund to the Board of Trustees of Eastern Illinois University
13 for technology infrastructure improvements at Eastern
14 Illinois University. No contract shall be entered into or
15 obligation incurred for any expenditures from the
16 appropriation made in this Section until after the purposes
17 and amounts have been approved in writing by the Governor.
18 Section 115. The sum of $221,800, or so much thereof as
19 may be necessary and remains unexpended at the close of
20 business on June 30, 1999, from an appropriation heretofore
21 made for such purpose in Article 14, Section 115 of Public
22 Act 90-585, is reappropriated from the Capital Development
23 Fund to the Board of Trustees of Governors State University
24 for technology infrastructure improvements at Governors State
25 University. No contract shall be entered into or obligation
26 incurred for any expenditures from the appropriation made in
27 this Section until after the purposes and amounts have been
28 approved in writing by the Governor.
29 Section 120. The sum of $620,100, or so much thereof as
30 may be necessary and remains unexpended at the close of
31 business on June 30, 1999, from an appropriation heretofore
32 made for such purpose in Article 14, Section 120 of Public

1 Act 90-585, is reappropriated from the Capital Development
2 Fund to the Board of Trustees of Illinois State University
3 for technology infrastructure improvements at Illinois State
4 University. No contract shall be entered into or obligation
5 incurred for any expenditures from the appropriation made in
6 this Section until after the purposes and amounts have been
7 approved in writing by the Governor.
8 Section 125. The sum of $324,000, or so much thereof as
9 may be necessary and remains unexpended at the close of
10 business on June 30, 1999, from an appropriation heretofore
11 made for such purpose in Article 14, Section 125 of Public
12 Act 90-585, is reappropriated from the Capital Development
13 Fund to the Board of Trustees of Northeastern Illinois
14 University for technology infrastructure improvements at
15 Northeastern Illinois University. No contract shall be
16 entered into or obligation incurred for any expenditures from
17 the appropriation made in this Section until after the
18 purposes and amounts have been approved in writing by the
19 Governor.
20 Section 130. The sum of $649,900, or so much thereof as
21 may be necessary and remains unexpended at the close of
22 business on June 30, 1999, from an appropriation heretofore
23 made for such purpose in Article 14, Section 130 of Public
24 Act 90-585, is reappropriated from the Capital Development
25 Fund to the Board of Trustees of Northern Illinois University
26 for technology infrastructure improvements at Northern
27 Illinois University. No contract shall be entered into or
28 obligation incurred for any expenditures from the
29 appropriation made in this Section until after the purposes
30 and amounts have been approved in writing by the Governor.
31 Section 135. The sum of $424,400, or so much thereof as

2 business on June 30, 1999, from an appropriation heretofore
3 made for such purpose in Article 14, Section 135 of Public
4 Act 90-585, is reappropriated from the Capital Development

6 for technology infrastructure improvements at Western
7 Illinois University. No contract shall be entered into or
8 obligation incurred for any expenditures from the
9 appropriation made in this Section until after the purposes
10 and amounts have been approved in writing by the Governor.
11 Section 140. The sum of $1,014,700, or so much thereof
12 as may be necessary and remains unexpended at the close of
13 business on June 30, 1999, from an appropriation heretofore
14 made for such purpose in Article 14, Section 140 of Public
15 Act 90-585, is reappropriated from the Capital Development
16 Fund to the Board of Trustees of Southern Illinois University
17 for technology infrastructure improvements at Southern
18 Illinois University. No contract shall be entered into or
19 obligation incurred for any expenditures from the
20 appropriation made in this Section until after the purposes
21 and amounts have been approved in writing by the Governor.
22 Section 145. The sum of $2,148,300, or so much thereof
23 as may be necessary and remains unexpended at the close of
24 business on June 30, 1999, from an appropriation heretofore
25 made for such purpose in Article 14, Section 145 of Public
26 Act 90-585, is reappropriated from the Capital Development
27 Fund to the Board of Trustees of the University of Illinois
28 for technology infrastructure improvements at the University
29 of Illinois. No contract shall be entered into or obligation
30 incurred for any expenditures from the appropriation made in
31 this Section until after the purposes and amounts have been
32 approved in writing by the Governor.

1 Section 150. The sum of $8,857,100 or so much thereof as
2 may be necessary and remains unexpended at the close of
3 business on June 30, 1999, from an appropriation heretofore
4 made for such purpose in Article 14, Section 150 of Public
5 Act 90-585, is reappropriated from the Capital Development
6 Fund to the Illinois Community College Board for distribution
7 as grants to community colleges for technology infrastructure
8 improvements. No contract shall be entered into or obligation
9 incurred for any expenditures from the appropriation made in
10 this Section until after the purposes and amounts have been
11 approved in writing by the Governor.
12 Section 155. The sum of $201,100, or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 1999, from an appropriation heretofore
15 made for such purpose in Article 14, Section 155 of Public
16 Act 90-585, is reappropriated from the Capital Development
17 Fund to the Board of Trustees of Chicago State University for
18 technology infrastructure improvements at Chicago State
19 University. No contract shall be entered into or obligation
20 incurred for any expenditures from the appropriation made in
21 this Section until after the purposes and amounts have been
22 approved in writing by the Governor.
23 Section 160. The sum of $290,100, or so much thereof as
24 may be necessary and remains unexpended at the close of
25 business on June 30, 1999, from an appropriation heretofore
26 made for such purpose in Article 14, Section 160 of Public
27 Act 90-585, is reappropriated from the Capital Development
28 Fund to the Board of Trustees of Eastern Illinois University
29 for technology infrastructure improvements at Eastern
30 Illinois University. No contract shall be entered into or
31 obligation incurred for any expenditures from the
32 appropriation made in this Section until after the purposes
33 and amounts have been approved in writing by the Governor.

6 Fund to the Board of Trustees of Governors State University
7 for technology infrastructure improvements at Governors State
8 University. No contract shall be entered into or obligation
9 incurred for any expenditures from the appropriation made in
10 this Section until after the purposes and amounts have been
11 approved in writing by the Governor.
12 Section 170. The sum of $403,600, or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 1999, from an appropriation heretofore
15 made for such purpose in Article 14, Section 170 of Public
16 Act 90-585, is reappropriated from the Capital Development
17 Fund to the Board of Trustees of Illinois State University
18 for technology infrastructure improvements at Illinois State
19 University. No contract shall be entered into or obligation
20 incurred for any expenditures from the appropriation made in
21 this Section until after the purposes and amounts have been
22 approved in writing by the Governor.
23 Section 175. The sum of $213,100, or so much thereof as
24 may be necessary and remains unexpended at the close of
25 business on June 30, 1999, from an appropriation heretofore
26 made for such purpose in Article 14, Section 175 of Public
27 Act 90-585, is reappropriated from the Capital Development
28 Fund to the Board of Trustees of Northeastern Illinois
29 University for technology infrastructure improvements at
30 Northeastern Illinois University. No contract shall be
31 entered into or obligation incurred for any expenditures from
32 the appropriation made in this Section until after the

3 Section 185. The sum of $281,700, or so much thereof as
4 may be necessary and remains unexpended at the close of
5 business on June 30, 1999, from an appropriation heretofore
6 made for such purpose in Article 14, Section 185 of Public
7 Act 90-585, is reappropriated from the Capital Development
8 Fund to the Board of Trustees of Western Illinois University
9 for technology infrastructure improvements at Western
10 Illinois University. No contract shall be entered into or
11 obligation incurred for any expenditures from the
12 appropriation made in this Section until after the purposes
13 and amounts have been approved in writing by the Governor.
14 Section 190. The sum of $665,100, or so much thereof as
15 may be necessary and remains unexpended at the close of
16 business on June 30, 1999, from an appropriation heretofore
17 made for such purpose in Article 14, Section 190 of Public
18 Act 90-585, is reappropriated from the Capital Development
19 Fund to the Board of Trustees of Southern Illinois University
20 for technology infrastructure improvements at Southern
21 Illinois University. No contract shall be entered into or
22 obligation incurred for any expenditures from the
23 appropriation made in this Section until after the purposes
24 and amounts have been approved in writing by the Governor.
25 Section 195. The sum of $1,393,400, or so much thereof
26 as may be necessary and remains unexpended at the close of
27 business on June 30, 1999, from an appropriation heretofore
28 made for such purpose in Article 14, Section 195 of Public
29 Act 90-585, is reappropriated from the Capital Development
30 Fund to the Board of Trustees of the University of Illinois
31 for technology infrastructure improvements at the University

1 of Illinois. No contract shall be entered into or obligation
2 incurred for any expenditures from the appropriation made in
3 this Section until after the purposes and amounts have been
4 approved in writing by the Governor.
5 Section 200. The sum of $5,975,800 or so much thereof as
6 may be necessary and remains unexpended at the close of
7 business on June 30, 1999, from an appropriation heretofore
8 made for such purpose in Article 14, Section 200 of Public
9 Act 90-585, is reappropriated from the Capital Development
10 Fund to the Illinois Community College Board for distribution
11 as grants to community colleges for technology infrastructure
12 improvements. No contract shall be entered into or obligation
13 incurred for any expenditures from the appropriation made in
14 this Section until after the purposes and amounts have been
15 approved in writing by the Governor.
16 Section 999. Effective date. This Act takes effect July
17 1, 1999.".
