SB596 Engrossed BOB-DNR2000
1 AN ACT regarding appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 CONSERVATION 2000 PROGRAM
5 Section 1. The amount of $5,500,000 is appropriated from
6 the Capital Development Fund to the Department of Natural
7 Resources for deposit into the Conservation 2000 Projects
8 Fund.
9 Section 2. The sum of $6,100,000, new appropriation, is
10 appropriated, and the sum of $6,651,800, or so much thereof
11 as may be necessary and as remains unexpended at the close of
12 business on June 30, 1999, from appropriations heretofore
13 made in Article 51, Section 2 of Public Act 90-0585, is
14 reappropriated from the Conservation 2000 Fund to the
15 Department of Natural Resources for the Conservation 2000
16 Program to implement ecosystem-based management for Illinois'
17 natural resources.
18 Section 3. The sum of $5,500,000, or so much thereof as
19 may be necessary, is appropriated from the Conservation 2000
20 Projects Fund to the Department of Natural Resources for the
21 following projects at the approximate costs set forth below:
22 Site M planning and development .............. $ 3,500,000
23 Acquisition of land and long-term
24 easements, and cost-shared natural resource
25 management practices for ecosystem-based
26 management of Illinois' natural
27 resources, including grants for
28 such purposes ............................... 2,000,000

1 Section 4. The sum of $12,179,600, or so much thereof as
2 may be necessary and as remains unexpended at the close of
3 business on June 30, 1999, from appropriations heretofore
4 made for such purposes in Article 51, Section 3 and Section 4
5 of Public Act 90-0585, is reappropriated from the
6 Conservation 2000 Projects Fund to the Department of Natural
7 Resources for the following projects at the approximate costs
8 set forth below:

21 ILLINOIS RIVER INITIATIVES
22 Section 6. The sum of $8,000,000, new appropriation, is
23 appropriated and the sum of $4,628,800, or so much thereof as
24 may be necessary and as remains unexpended at the close of
25 business on June 30, 1999, from appropriations heretofore
26 made in Article 51, Section 6 of Public Act 90-0585, is
27 reappropriated from the General Revenue Fund to the
28 Department of Natural Resources for the non-federal cost
29 share of a Conservation Reserve Enhancement Program to
30 establish long-term contracts and permanent conservation
31 easements in the Illinois River Basin; to fund cost-share
32 assistance to landowners to encourage approved conservation
33 practices in environmentally sensitive and highly erodible

1 areas of the Illinois River Basin; and to fund the monitoring
2 of long term improvements of these conservation practices as
3 required in the Memorandum of Agreement between the State of
4 Illinois and the United States Department of Agriculture.

18 business on June 30, 1999, from an appropriation heretofore
19 made in Article 51, Section 27 of Public Act 90-0585, is
20 reappropriated from the Capital Development Fund to the
21 Department of Natural Resources for habitat improvements and
22 associated development under the Environmental Management
23 Program in cooperation with the U.S. Army Corps of Engineers.
24 Section 29. The sum of $10,000,000, or so much thereof
25 as may be necessary, and as remains unexpended at the close
26 of business on June 30, 1999, from an appropriation
27 heretofore made in Article 51, Section 50 of Public Act
28 90-0585, is reappropriated from the Capital Development Fund
29 to the Department of Natural Resources for all costs
30 associated with planning and construction of a visitor
31 center/office complex, exhibits, supporting infrastructure,

3 Section 30. The sum of $106,900, or so much thereof as
4 may be necessary and as remains unexpended at the close of

6 made in Article 51, Section 94 of Public Act 90-0585, is
7 reappropriated from the General Revenue Fund to the
8 Department of Natural Resources for the rehabilitation of
9 boat access area and parking lots at Carlyle Lake.
10 Section 31. The sum of $288,300, or so much thereof as
11 may be necessary and as remains unexpended at the close of
12 business on June 30, 1999, from an appropriation heretofore
13 made in Article 51, Section 95 of Public Act 90-0585, is
14 reappropriated from the General Revenue Fund to the
15 Department of Natural Resources for the construction and
16 repair of levees at Carlyle Lake.
17 Section 32. The sum of $830,300, or so much thereof as
18 may be necessary and as remains unexpended at the close of
19 business on June 30, 1999, from an appropriation heretofore
20 made in Article 51, Section 98 of Public Act 90-0585, is
21 reappropriated from the General Revenue Fund to the
22 Department of Natural Resources for all costs associated with
23 planning, design, construction, equipment and operation of a
24 Tri-County Park Visitors Center in DuPage County.
25 Section 33. The sum of $367,000, or so much thereof as
26 may be necessary and as remains unexpended at the close of
27 business on June 30, 1999, from an appropriation heretofore
28 made in Article 51, Section 99 of Public Act 90-0585, is
29 reappropriated from the General Revenue Fund to the
30 Department of Natural Resources for all costs associated with

8 reappropriated from the General Revenue Fund to the
9 Department of Natural Resources for all costs associated with
10 the installation of new restroom facilities at Apple River

13 may be necessary and as remains unexpended at the close of
14 business on June 30, 1999, from an appropriation heretofore
15 made in Article 51, Section 101 of Public Act 90-0585, is

17 Department of Natural Resources for all costs associated with
18 the planning, construction, and infrastructure for resort
19 development at South Shore State Park in Carlyle.
20 Section 36. The sum of $2,750,000, or so much thereof as
21 may be necessary and as remains unexpended at the close of
22 business on June 30, 1999, from an appropriation heretofore
23 made in Article 51, Section 109 of Public Act 90-0585, is
24 reappropriated from the General Revenue Fund to the
25 Department of Natural Resources for planning and construction
26 of the Natural History Research Center for the space needs of
27 the Illinois Natural History Survey on the campus of the
28 University of Illinois in Champaign. No funds in this
29 Section may be expended in excess of the revenues deposited

21 made in Article 51, Section 107 of Public Act 90-0585, is
22 reappropriated to the Illinois Department of Natural
23 Resources from the General Revenue Fund to build a detention
24 pond for Deer Creek in Ford Heights.
25 Section 52. The sum of $1,000,000, or so much thereof as
26 may be necessary and as remains unexpended at the close of
27 business on June 30, 1999, from an appropriation heretofore
28 made in Article 51, Section 108 of Public Act 90-0585, is
29 reappropriated from the General Revenue Fund to the
30 Department of Natural Resources for the purpose of carrying
31 out Phase III of the Willow-Higgins Creek improvement,

7 90-0585, is reappropriated from the Capital Development Fund
8 to the Department of Natural Resources for the purpose of
9 carrying out Phase IV of the Willow-Higgins Creek

11 Section 54. The sum of $250,000, or so much thereof as
12 may be necessary and as remains unexpended at the close of
13 business on June 30, 1999, from an appropriation heretofore
14 made in Article 51, Section 210 of Public Act 90-0585, is
15 reappropriated from the General Revenue Fund to the
16 Department of Natural Resources for Illinois River cleanup
17 and dredging at Ballard's Island Harbor.
18 GRANTS AND REIMBURSEMENTS - GENERAL OFFICE
19 Section 55. The amount of $2,914,300, or so much thereof
20 as may be necessary, is appropriated from the Horse Racing
21 Tax Allocation Fund to the Department of Natural Resources
22 for contributions of funds to park districts and other
23 entities as provided by the "Illinois Horse Racing Act of
24 1975" and to public museums and aquariums located in park
25 districts, as provided by "AN ACT concerning aquariums and
26 museums in public parks" and the "Illinois Horse Racing Act
27 of 1975" as now or hereafter amended.
28 Section 56. The sum of $100,000, or so much thereof as
29 may be necessary, is appropriated from the Wildlife and Fish
30 Fund to the Department of Natural Resources for acquisition

1 and development, including grants, for the implementation of
2 the North American Waterfowl Management Plan within the
3 Dominion of Canada or the United States which specifically
4 provides waterfowl for the Mississippi Flyway.
5 Section 57. The sum of $155,000, or so much thereof as
6 may be necessary, is appropriated from the State Migratory
7 Waterfowl Stamp Fund to the Department of Natural Resources
8 for the payment of grants for the implementation of the North
9 American Waterfowl Management Plan within the Dominion of
10 Canada or the United States which specifically provides
11 waterfowl to the Mississippi Flyway as provided in the
12 "Wildlife Code", as amended.
13 Section 58. The sum of $625,000, new appropriation, is
14 appropriated, and the sum of $1,615,000, or so much thereof
15 as may be necessary and as remains unexpended at the close of
16 business on June 30, 1999, from appropriations heretofore
17 made in Article 51, Section 38 of Public Act 90-0585, is
18 reappropriated from the Illinois Forestry Development Fund to
19 the Department of Natural Resources for the payment of grants
20 to timber growers for implementation of acceptable forestry
21 management practices as provided in the "Illinois Forestry
22 Development Act" as now or hereafter amended.
23 Section 59. The sum of $150,000, or so much thereof as
24 may be necessary, is appropriated from the State Boating Act
25 Fund to the Department of Natural Resources for a grant to
26 the Chain O' Lakes - Fox River Waterway Management Agency for
27 the Agency's operation expenses.
28 Section 60. The sum of $1,000,000, or so much thereof as
29 may be necessary and as remains unexpended at the close of
30 business on June 30, 1999, from an appropriation heretofore

17 be lapsed from the unexpended balance at the close of

20 reappropriated from the State Boating Act Fund to the
21 Department of Natural Resources for the administration and
22 payment of grants to local governmental units for the
23 construction, maintenance, and improvement of boat access

7 reappropriated from the Capital Development Fund to the
8 Department of Natural Resources for a grant to the Lake
9 County Forest Preserve District for all costs associated with
10 construction and improvements on the Des Plaines River
11 Trail.
12 Section 65. The sum of $150,000, or so much thereof as
13 may be necessary and as remains unexpended at the close of
14 business on June 30, 1999, from an appropriation heretofore
15 made in Article 51, Section 118 of Public Act 90-0585, is
16 reappropriated from the General Revenue Fund to the
17 Department of Natural Resources for a grant to the Havanna
18 Park District for all costs associated with dredging and site
19 improvements.
20 Section 66. The sum of $3,000,000, or so much thereof as
21 may be necessary and as remains unexpended at the close of
22 business on June 30, 1999, from an appropriation heretofore
23 made in Article 51, Section 123 of Public Act 90-0585, is
24 reappropriated from the General Revenue Fund to the
25 Department of Natural Resources for a grant to the Forest
26 Preserve District of DuPage County for all costs associated
27 with Phase III of the Salt Creek Greenway Development
28 project.
29 Section 67. The sum of $4,060,000, or so much thereof as
30 may be necessary and as remains unexpended at the close of

2 made in Article 51, Section 124 of Public Act 90-0585, is
3 reappropriated from the General Revenue Fund to the
4 Department of Natural Resources for a grant to the Forest

6 reconfiguration, natural resource protection and restoration,
7 and stormwater management related to the Oak Meadows and
8 Maple Meadows' facilities and grounds.
9 Section 68. The sum of $173,700, or so much thereof as
10 may be necessary, and as remains unexpended at the close of
11 business on June 30, 1999, from an appropriation heretofore
12 made in Article 51, Section 130 of Public Act 90-0585, is
13 reappropriated from the General Revenue Fund to the
14 Department of Natural Resources for a grant to Hamilton
15 County for Hamilton County Courthouse infrastructure.
16 Section 69. The sum of $400,000, or so much thereof as
17 may be necessary, and as remains unexpended at the close of
18 business on June 30, 1999, from an appropriation heretofore
19 made in Article 51, Section 131 of Public Act 90-0585, is
20 reappropriated from the General Revenue Fund to the
21 Department of Natural Resources for a grant to the Village of
22 Western Springs to renovate the historic Water Tower and
23 Community Center.
24 Section 70. The sum of $1,000,000, or so much thereof as
25 may be necessary and as remains unexpended at the close of
26 business on June 30, 1999, from an appropriation heretofore
27 made in Article 51, Section 134 of Public Act 90-0585, is
28 reappropriated from the General Revenue Fund to the
29 Department of Natural Resources for a grant to the Elmhurst
30 Park District for the York Commons Pool project.

1 Section 71. The sum of $370,000, or so much thereof as
2 may be necessary and as remains unexpended at the close of
3 business on June 30, 1999, from an appropriation heretofore

6 Department of Natural Resources for a bike trail connecting
7 the Elgin bike path/trail to the McHenry bike path/trail.
8 Section 72. The sum of $200,000, or so much thereof as
9 may be necessary and as remains unexpended at the close of
10 business on June 30, 1999, from an appropriation heretofore
11 made in Article 51, Section 138 of Public Act 90-0585, is
12 reappropriated from the General Revenue Fund to the
13 Department of Natural Resources for a grant to the Village of
14 Willow Springs for renovation of parks and equipment.
15 Section 73. The sum of $794,300, or so much thereof as
16 maybe necessary and as remains unexpended at the close of
17 business on June 30, 1999, from an appropriation heretofore
18 made in Article 51, Section 139 of Public Act 90-0585, is
19 reappropriated from the General Revenue Fund to the
20 Department of Natural Resources for a grant to Lindenhurst
21 Park District for development of a community park.
22 Section 74. The sum of $500,000, or so much thereof as
23 may be necessary and as remains unexpended at the close of
24 business on June 30, 1999, from an appropriation heretofore
25 made in Article 51, Section 140 of Public Act 90-0585, is
26 reappropriated from the General Revenue Fund to the
27 Department of Natural Resources for a grant to the Village of
28 Mount Prospect for Melas Park improvements.
29 Section 75. The sum of $250,000, or so much thereof as
30 may be necessary and as remains unexpended at the close of

7 Section 76. The sum of $150,000, or so much thereof as

11 reappropriated from the General Revenue Fund to the
12 Department of Natural Resources for a grant to Will County
13 for Old Plank Trail extension from Cedar Road to I-80.
14 Section 77. The sum of $450,000, or so much thereof as
15 may be necessary and as remains unexpended at the close of
16 business on June 30, 1999, from an appropriation heretofore
17 made in Article 51, Section 150 of Public Act 90-0585, is
18 reappropriated from the General Revenue Fund to the
19 Department of Natural Resources for a grant to the Village of
20 Buffalo Grove for a community pedestrian overpass.
21 Section 78. The sum of $200,000, or so much thereof as
22 may be necessary and as remains unexpended at the close of
23 business on June 30, 1999, from an appropriation heretofore
24 made in Article 51, Section 156 of Public Act 90-0585, is
25 reappropriated from the General Revenue Fund to the
26 Department of Natural Resources for a grant to the Village of
27 Justice for bike paths.
28 Section 79. The sum of $300,000, or so much thereof as
29 may be necessary, and as remains unexpended at the close of
30 business on June 30, 1999, from an appropriation heretofore

6 Section 80. The sum of $400,000, or so much thereof as
7 may be necessary and as remains unexpended at the close of
8 business on June 30, 1999, from an appropriation heretofore
9 made in Article 51, Section 165 of Public Act 90-0585, is
10 reappropriated from the General Revenue Fund to the
11 Department of Natural Resources for a grant to the Fon du Lac
12 Park District for channel dredging from the Carl Spindler
13 Marina to the main channel of the Illinois River.
14 Section 81. The sum of $750,000, or so much thereof as
15 may be necessary and as remains unexpended at the close of
16 business on June 30, 1999, from an appropriation heretofore
17 made in Article 51, Section 170 of Public Act 90-0585, as
18 amended, is reappropriated from the Capital Development Fund
19 to the Department of Natural Resources for a grant to the
20 Chicago Park District for all costs associated with the
21 acquisition, development, renovation, repair or construction,
22 and equipment for a regional indoor youth athletic facility.
23 Section 82. The sum of $75,000, or so much thereof as
24 may be necessary and as remains unexpended at the close of
25 business on June 30, 1999, from an appropriation heretofore
26 made in Article 51, Section 171 of Public Act 90-0585, is
27 reappropriated from the Capital Development Fund to the
28 Department of Natural Resources for a grant to the Chicago
29 Park District for all costs associated with acquisition,
30 construction, development, and purchase of equipment for the
31 planned park at the corner of Roscoe and Racine.

1 Section 83. The sum of $375,000, or so much thereof as
2 may be necessary and as remains unexpended at the close of
3 business on June 30, 1999, from an appropriation heretofore
4 made in Article 51, Section 177 of Public Act 90-0585, as
5 amended, is reappropriated from the General Revenue Fund to
6 the Department of Natural Resources for a grant to the City
7 of Pana for the construction, marketing and maintenance of a
8 bike trail and infrastructure improvements, including land
9 acquisition or the purchase of equipment.
10 Section 84. The sum of $350,000, or so much thereof as
11 may be necessary and as remains unexpended at the close of
12 business on June 30, 1999, from an appropriation heretofore
13 made in Article 51, Section 180 of Public Act 90-0585, is
14 reappropriated from the General Revenue Fund to the
15 Department of Natural Resources for a grant to the Effingham
16 Park District for development and construction of athletic
17 and recreation facilities.
18 Section 85. The sum of $300,000, or so much thereof as
19 may be necessary and as remains unexpended at the close of
20 business on June 30, 1999, from an appropriation heretofore
21 made in Article 51, Section 185 of Public Act 90-0585, is
22 reappropriated from the Capital Development Fund to the
23 Department of Natural Resources for a grant to the Chicago
24 Park District for all costs of developing, planning, and
25 constructing recreational facilities at Fosco Park.
26 Section 86. The sum of $378,000, or so much thereof as
27 may be necessary and as remains unexpended at the close of
28 business on June 30, 1999, from an appropriation heretofore
29 made in Article 51, Section 186 of Public Act 90-0585, is
30 reappropriated from the General Revenue Fund to the
31 Department of Natural Resources for a grant to the City of

1 Hometown for all costs associated with improvements and
2 purchase of recreational equipment at Patterson Park.
3 Section 87. The sum of $275,000, new appropriation, is
4 appropriated and the sum of $200,000, or so much thereof as
5 may be necessary and as remains unexpended at the close of
6 business on June 30, 1999, from appropriations heretofore
7 made in Article 51, Section 70 of Public Act 90-0585, is
8 reappropriated from the Off Highway Vehicle Trails Fund to
9 the Department of Natural Resources for grants to units of
10 local governments, not-for-profit organizations, and other
11 groups to operate, maintain and acquire land for off-highway
12 vehicle trails and parks as provided for in the Recreational
13 Trails of Illinois Act, including administration,
14 enforcement, planning and implementation of this Act.
15 Section 88. The sum of $155,000, or so much thereof as
16 may be necessary is appropriated from the State Migratory
17 Waterfowl Stamp Fund to the Department of Natural Resources
18 for the payment of grants for the development of waterfowl
19 propagation areas within the Dominion of Canada or the United
20 States which specifically provide waterfowl for the
21 Mississippi Flyway as provided in the "Wildlife Code", as
22 amended.
23 Section 89. To the extent federal funds including
24 reimbursements are available for such purposes, the sum of
25 $127,800, or so much thereof as may be necessary and as
26 remains unexpended at the close of business on June 30, 1999,
27 from an appropriation heretofore made in Article 51, Section
28 72 of Public Act 90-0585, is reappropriated from the Wildlife
29 and Fish Fund to the Department of Natural Resources for
30 construction and renovation of waste reception facilities for
31 recreational boaters, including grants for such purposes

1 authorized under the Clean Vessel Act.
2 Section 90. The sum of $3,000,000, or so much thereof as
3 may be necessary, and as remains unexpended at the close of
4 business on June 30, 1999, from an appropriation heretofore

6 reappropriated from the Capital Development Fund to the
7 Department of Natural Resources for a grant to the Illinois
8 International Port District in Chicago for a marina,
9 associated recreational facilities, and necessary auxiliary
10 infrastructure improvements.
11 Section 91. The sum of $17,715,700, new appropriation,
12 is appropriated, and the sum of $43,394,300, or so much
13 thereof as may be necessary and as remains unexpended at the
14 close of business on June 30, 1999, from appropriations
15 heretofore made in Article 51, Section 74 of Public Act
16 90-0585, is reappropriated from the Open Space Lands
17 Acquisition and Development Fund to the Department of Natural
18 Resources for expenses connected with and to make grants to
19 local governments as provided in the "Open Space Lands
20 Acquisition and Development Act".
21 Section 92. The following named sums, or so much thereof
22 as may be necessary and as remains unexpended at the close of

10 GRANTS AND REIMBURSEMENTS - MINES AND MINERALS
11 Section 98. The sum of $110,000, or so much thereof as
12 may be necessary, is appropriated from the Plugging and
13 Restoration Fund to the Department of Natural Resources,
14 Office of Mines and Minerals for the Landowner Grant Program
15 authorized under the Oil and Gas Act, as amended by Public
16 Act 90-0260.
17 Section 99. The sum of $5,000,000, new appropriation, is
18 appropriated and the sum of $20,613,100, or so much thereof
19 as may be necessary and as remains unexpended at the close of
20 business on June 30, 1999, from appropriations heretofore
21 made in Article 51, Section 82 of Public Act 90-0585, is
22 reappropriated to the Department of Natural Resources from
23 the Abandoned Mined Lands Reclamation Council Federal Trust
24 Fund for grants and contracts to conduct research, planning
25 and construction to eliminate hazards created by abandoned
26 mines, and any other expenses necessary for emergency
27 response.
28 Section 100. The sum of $1,500,000, is appropriated to
29 the Department of Natural Resources from the Abandoned Mined
30 Lands Set Aside Fund for grants and contracts to conduct
31 research, planning and construction to eliminate hazards

1 created by abandoned mines and any other expenses necessary
2 for emergency response.
3 GRANTS AND REIMBURSEMENTS - WATER RESOURCES
4 Section 101. The sum of $600,000, or so much thereof as
5 may be necessary, is appropriated to the Department of
6 Natural Resources for expenditure by the Office of Water
7 Resources from the Flood Control Land Lease Fund for
8 disbursement of monies received pursuant to Act of Congress
9 dated September 3, 1954 (68 Statutes 1266, same as appears in
10 Section 701c-3, Title 33, United States Code Annotated),
11 provided such disbursement shall be in compliance with 15
12 ILCS 515/1 Illinois Compiled Statutes.
13 Section 102. The sum of $3,000,000, or so much thereof
14 as may be necessary and remains unexpended at the close of
15 business on June 30, 1999, from an appropriation heretofore
16 made in Article 51, Section 87 of Public Act 90-0585, is
17 reappropriated from the General Revenue Fund to the
18 Department of Natural Resources for a grant to the DuPage
19 County Forest Preserve for all costs associated with the Salt
20 Creek Greenway.
21 Section 103. In addition to any other amounts, the sum
22 of $1,000,000, or so much thereof as may be necessary and as
23 remains unexpended at the close of business on June 30, 1999,
24 from an appropriation heretofore made in Article 51, Section
25 88 of Public Act 90-0585, is reappropriated to the Department
26 of Natural Resources from the General Revenue Fund for a
27 grant to the Village of Midlothian for all costs associated
28 with the planning, construction, and development of the
29 Midlothian Retention Basin.
30 Section 104. The sum of $1,000,000, or so much thereof

14 Section 106. The sum of $125,000, or so much thereof as
15 may be necessary, and as remains unexpended at the close of
16 business on June 30, 1999, from an appropriation heretofore
17 made in Article 51, Section 117 of Public Act 90-0585, is
18 reappropriated from the General Revenue Fund to the
19 Department of Natural Resources for a grant to Palatine
20 Township for all costs associated with the alleviation of
21 flooding.
22 Section 107. The sum of $250,000, or so much thereof as
23 may be necessary and as remains unexpended at the close of
24 business on June 30, 1999, from an appropriation heretofore
25 made in Article 51, Section 145 of Public Act 90-0585, as
26 amended, is reappropriated from the General Revenue Fund to
27 the Department of Natural Resources for a grant to the
28 Village of Lemont for Logan Street Detention Pond and
29 associated down stream flood control improvements.
30 Section 108. The sum of $150,000, or so much thereof as

7 Section 109. The sum of $200,000, or so much thereof as
8 may be necessary, and as remains unexpended at the close of
9 business on June 30, 1999, from an appropriation heretofore
10 made in Article 51, Section 158 of Public Act 90-0585, is
11 reappropriated from the General Revenue Fund to the
12 Department of Natural Resources for a grant to the City of
13 Georgetown to continue its study of public water needs.
14 Section 110. The sum of $288,000, or so much thereof as
15 may be necessary and as remains unexpended at the close of
16 business on June 30, 1999, from an appropriation heretofore
17 made in Article 51, Section 222 of Public Act 90-0585, is
18 reappropriated from the General Revenue Fund to the
19 Department of Natural Resources for a grant to Peoria County
20 for flood hazard mitigation and land acquisition.

22 Section 111. The amount of $450,000, or so much thereof
23 as may be necessary and remains unexpended at the close of

29 Section 112. The sum of $10,000,000, new appropriation,

11 made in Article 51, Section 92a of Public Act 90-0585, is

13 of Natural Resources for education and technology
14 partnerships between museums and schools and expenses
15 connected with the administration of grants to museums.
16 Section 114. No contract shall be entered into or
17 obligation incurred or any expenditure made from an
18 appropriation herein made in Sections 1, 2, 3, 4, 6, 18, 19,
19 20, 21, 22, 26, 27, 28, 36, 37, 40, 41, 42, 43, 44, 45, 46,
20 53, 61, 63, 64, 79, 81, 82, 85, 90, 104, 111, and 112 until

23 Section 999. Effective date. This Act takes effect July
