1 AN ACT in relation to the finances of the Capital
2 Development Board.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Finance Act is amended by changing
6 Sections 5.237 and 6z-19 as follows:
7 (30 ILCS 105/5.237) (from Ch. 127, par. 141.237)
8 (This Section is scheduled to be repealed on June 30,
9 2000)
10 Sec. 5.237. The Capital Development Board Revolving
11 Fund. This Section is repealed June 30, 2004 2000.

15 Sec. 6z-19. Capital Development Board Revolving Fund;
16 Payments Into and Use. All monies received by the Capital
17 Development Board for publications or copies issued by the
18 Board, and all monies received for contract administration
19 fees, charges or reimbursements owing to the Board shall be
20 deposited into a special fund known as the Capital
21 Development Board Revolving Fund, which is hereby created in
22 the State Treasury. The monies in this Fund shall be used by
23 the Capital Development Board, as appropriated, for
24 expenditures for personal services, retirement, social
25 security, contractual services, legal services, travel,
26 commodities, printing, equipment, electronic data processing
27 or telecommunications. Unexpended moneys in the Fund shall
28 not be transferred or allocated by the Comptroller or
29 Treasurer to any other fund, nor shall the Governor authorize
30 the transfer or allocation of those moneys to any other fund.

3 Section 10. The Capital Development Board Act is amended
4 by changing Section 9.02a as follows:
5 (20 ILCS 3105/9.02a) (from Ch. 127, par. 779.02a)
6 (This Section is scheduled to be repealed on June 30,
7 2000)
8 Sec. 9.02a. To charge contract administration fees used
9 to administer and process the terms of contracts awarded by
10 this State. Contract administration fees shall not exceed
11 1.5% of the contract amount. This Section is repealed June
12 30, 2004 2000.

14 Section 99. Effective date. This Act takes effect upon
15 becoming law.
