Commission resources would be impacted by the computer system programming changes necessary to incorporate the penalties and transfer of unused funds. This expense is estimated at a total of $80,000. The penalty provision of this bill would increase revenues to the State by an estimated $60,000 per year and the clarification to include all wireless carriers regardless of ability to bill subscribers would increase revenues by approximately $1.2 million per year. The proposal to extend the sunset protects the State from losing an estimated $67 million per year in wireless surcharges, of which an estimated $45 million will be distributed to 9-1-1 centers throughout the State excluding the City of Chicago. |
