SYNOPSIS AS INTRODUCED:

30 ILCS 500/25-90 new

Amends the Illinois Procurement Code. Provides that any advertisement produced or distributed by or on behalf of a State agency using taxpayer funds, in whole or in part, shall contain a statement specifying that such advertisement was purchased using taxpayer funds. Defines "advertisement".

AN ACT concerning finance.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Procurement Code is amended by adding Section 25-90 as follows:

(30 ILCS 500/25-90 new)

Sec. 25-90. Taxpayer funded advertisements. Any advertisement produced or distributed by or on behalf of a State agency using taxpayer funds, in whole or in part, shall contain a statement specifying that such advertisement was purchased using taxpayer funds. For the purposes of this Section, "advertisement" means any written, oral, or electronic communication that contains a promotion, inducement, or offer concerning a State agency, including, but not limited to, brochures, pamphlets, radio and television scripts, telephone and direct mail solicitations, electronic media, billboards, and other means of promotion.
