| | 2 | | Be it enacted by the People of the State of Illinois,
| | 3 | | represented in the General Assembly:
| | 4 | | Section 5. The Illinois Lottery Law is amended by changing | | 5 | | Section 21.13 as follows:
| | 6 | | (20 ILCS 1605/21.13) | | 7 | | Sec. 21.13. Scratch-off for Alzheimer's care, support, | | 8 | | education, and awareness. | | 9 | | (a) The Department shall offer a special instant | | 10 | | scratch-off game for the benefit of Alzheimer's care, support, | | 11 | | education, and awareness. The game shall commence on January | | 12 | | 1, 2020 or as soon thereafter, at the discretion of the | | 13 | | Director, as is reasonably practical, and shall be | | 14 | | discontinued on January 1, 2025 2022. The operation of the | | 15 | | game shall be governed by this Act and any rules adopted by the | | 16 | | Department. If any provision of this Section is inconsistent | | 17 | | with any other provision of this Act, then this Section | | 18 | | governs. | | 19 | | (b) The net revenue from the Alzheimer's care, support, | | 20 | | education, and awareness scratch-off game shall be deposited | | 21 | | into the Alzheimer's Awareness Fund. | | 22 | | Moneys received for the purposes of this Section, | | 23 | | including, without limitation, net revenue from the special |

| | 1 | | instant scratch-off game and from gifts, grants, and awards | | 2 | | from any public or private entity, must be deposited into the | | 3 | | Fund. Any interest earned on moneys in the Fund must be | | 4 | | deposited into the Fund. | | 5 | | For the purposes of this subsection, "net revenue" means | | 6 | | the total amount for which tickets have been sold less the sum | | 7 | | of the amount paid out in the prizes and the actual | | 8 | | administrative expenses of the Department solely related to | | 9 | | the scratch-off game under this Section. | | 10 | | (c) During the time that tickets are sold for the | | 11 | | Alzheimer's care, support, education, and awareness | | 12 | | scratch-off game, the Department shall not unreasonably | | 13 | | diminish the efforts devoted to marketing any other instant | | 14 | | scratch-off lottery game. | | 15 | | (d) The Department may adopt any rules necessary to | | 16 | | implement and administer the provisions of this Section.
