HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to recognize Chief David W. Shilling on the occasion of his retirement from the Riverdale Police Department; and

WHEREAS, David W. Shilling was born in August of 1949 and grew up in Riverdale; he attended Thornton High School and graduated in 1967; after graduation, he served in the United States Army; during his enlistment he served a tour of duty in Vietnam; and

WHEREAS, Following his discharge from the military, he began his career in law enforcement in 1972 with the Riverdale Police Department; he quickly rose through the ranks and made detective in 1975, was promoted to Sergeant in 1988, and appointed to the position of Commander in 1991; also in 1991, he attended and graduated from the Northwestern University School of Police Staff and Command; and

WHEREAS, In 1992, he was promoted to Lieutenant; the following year he earned a bachelor's degree from Governors State University; in 1995, he was promoted to Chief of Police of the Riverdale Police Department; as Chief of Police, he has initiated a community policing program, founded the Riverdale Community Resource Center, and chaired the Emergency Telephone System Board (ETSB); and

WHEREAS, In 1996, he earned a master's degree from Chicago State University and also attended the Federal Bureau of Investigation National Academy Class Number 185; and

WHEREAS, Chief Shilling is a founding member of the Fraternal Order of Police (F.O.P.) Southeastern Lodge #6; he is a member and past president of the South Suburban Association of Chiefs of Police; member, executive board member, and chairman of the gang committee for the Illinois Association of Chiefs of Police; member of the International Association of Chiefs of Police; member and executive board member of the South Suburban Emergency Response Team (SSERT); and serves on the Firearm Training System (FATS) Board; and

WHEREAS, Chief Shilling is being honored on June 18, 2004 for his lifelong commitment to the Riverdale Police Department and to the law enforcement community; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that, together with his officers, village board and its employees, friends, family, colleagues, and community, we salute the accomplishments of Chief David W. Shilling and wish him a joyful and meaningful retirement that is well deserved; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Chief David W. Shilling as a token of our appreciation for his service.
