 1        AN ACT concerning river conservancy districts.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section   5.  The  River  Conservancy  Districts  Act  is
 5    amended by changing Section 4b as follows:

 6        (70 ILCS 2105/4b) (from Ch. 42, par. 386b)
 7        Sec. 4b.  Each of the trustees shall enter into bond with
 8    security to be approved by the appointing authority  in  such
 9    sum  as  the  appointing  authority  may determine.  The bond
10    shall be held in a bank or trust  company,  qualified  to  do
11    business in the State of Illinois, located in the district.
12        A  majority  of  the board of trustees shall constitute a
13    quorum, but a smaller number may adjourn from day to day.  No
14    trustee  or  employee  of  such district shall be directly or
15    indirectly interested financially in  any  contract  work  or
16    business  or  the  sale of any article, the expense, price or
17    consideration of which is paid by said district; nor  in  the
18    purchase  of  any  real estate or other property belonging to
19    the district, or which shall be sold for taxes or assessments
20    or by virtue of legal process at the suit of  said  district:
21    Provided   that   nothing   herein   shall  be  construed  as
22    prohibiting the appointment or selection  of  any  person  as
23    trustee  or  employee whose only interest in said district is
24    as an owner of real estate in said conservancy district or of
25    contributing to the payment of taxes levied by said district.
