SYNOPSIS AS INTRODUCED:

New Act

Creates the Appropriation Procedures Act. Provides that a bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless that chamber first adopts, by a record vote of at least two-thirds of the members elected, a motion to consider that bill. Effective immediately.

A BILL FOR

AN ACT concerning finance.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Appropriation Procedures Act.

Section 5. Appropriation bills; motion required. A bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless that chamber first adopts, by a record vote of at least two-thirds of the members elected, a motion to consider that bill.

Section 99. Effective date. This Act takes effect upon becoming law.
