SYNOPSIS AS INTRODUCED:
 
20 ILCS 3855/1-131 new

    Amends the Illinois Power Agency Act. Provides that the Illinois Commerce Commission, in consultation with the Illinois Power Agency, shall develop standards and guidelines to prohibit any Illinois ratepayer funds from being used by the Agency for the procurement of solar panels that are not manufactured or assembled by a company located in North America under the Agency's long-term renewable resources procurement plan.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Power Agency Act is amended by
5adding Section 1-131 as follows:
 
6    (20 ILCS 3855/1-131 new)
7    Sec. 1-131. Prohibition on procurement of solar panels not
8manufactured in North America. No later than 180 days after
9the effective date of this amendatory Act of the 103rd General
10Assembly, the Illinois Commerce Commission, in consultation
11with the Agency, shall develop standards and guidelines to
12prohibit any Illinois ratepayer funds, as collected under
13Section 16-108 of the Public Utilities Act, from being used by
14the Agency for the procurement of solar panels that are not
15manufactured or assembled by a company located in North
16America under the Agency's long-term renewable resources
17procurement plan.
