HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Tom Skelly on winning the 2013 George Warren Fuller Award from the Illinois Section of the American Water Works Association (AWWA); and

WHEREAS, The George Warren Fuller Award is presented to a member of the American Water Works Association for distinguished service to the water supply field; in commemoration of the sound engineering skill, diplomatic talent, and constructive leadership of George Warren Fuller, the Illinois Section may determine whether a member has made a significant contribution towards the advancement of water works practice within the Illinois Section which has been above and beyond the expectations of officers in fulfilling their obligations or duties; it is the American Water Works Association's highest Illinois Section award; and

WHEREAS, Tom Skelly is an environmentalist and has worked on a variety of environmental and fishery projects while working at the Illinois Natural History Survey studying the impact on natural resources at nuclear power facilities; he led a study of the toxicity of leachates generated from coal solid wastes; he has been a member of the Lake Springfield Watershed Resources Planning Committee since its inception in 1989; and

WHEREAS, Tom Skelly is a past chair of the Illinois Section of the AWWA, has served on many committees including the Water Utility Council, and often provided testimony to the Illinois General Assembly regarding water issues of concern to the Illinois Section; he was a key leader in the development of the Illinois Section's WARN program and an avid advocate for operator involvement especially the Tapping Contest; he has been published in many professional and scientific journals, including the Illinois Natural History Survey, the Illinois State Geological Survey, and the Illinois State Academy of Science; and

WHEREAS, Tom Skelly is a lifelong resident of the State of Illinois; he worked for City Water, Light, and Power in Springfield from 1984 until his retirement in 2012 as the Water Division Director; he is a graduate of the University of Illinois Champaign-Urbana with a bachelor of science degree in biology and chemistry and a master of science degree in biology; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Tom Skelly on winning the 2013 George Warren Fuller Award from the Illinois Section of the American Water Works Association; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Tom Skelly as an expression of our esteem and respect.
