| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Student
Transfer Achievement Reform Act is | 5 | | amended by adding Section 23 as follows: | 6 | | (110 ILCS 150/23 new) | 7 | | Sec. 23. Reverse transfer of credits. | 8 | | (a) In this Section, "reverse transfer of credit" means the | 9 | | transfer of earned academic credit from a State university to a | 10 | | community college for the purpose of obtaining an associate | 11 | | degree at the community college. | 12 | | (b) Beginning with the 2019-2020 academic year, the Board | 13 | | of Higher Education and the Illinois Community College Board | 14 | | shall develop a policy to foster the reverse transfer of credit | 15 | | for any student who has accumulated at least 15 hours of | 16 | | academic credit at a community college and a sufficient number | 17 | | of hours of academic credit at a State university in the | 18 | | prescribed courses necessary to meet a community college's | 19 | | requirements to be awarded an associate degree. | 20 | | (c) A student wishing to reverse transfer earned academic | 21 | | credit under this Section to obtain an associate degree shall | 22 | | agree to the exchange of transcript information between each | 23 | | community college and State university that he or she has |

| 1 | | attended. A student must submit an application and his or her | 2 | | transcripts to a community college in order to be considered | 3 | | for conferral of an associate degree. In awarding an associate | 4 | | degree, the community college shall evaluate the applicant's | 5 | | coursework completed, along with the transfer credit earned, | 6 | | and shall determine whether the associate degree requirements | 7 | | have been met. No later than 30 business days after receiving | 8 | | an application, a community college shall notify an applicant | 9 | | if he or she qualifies for an associate degree based on the | 10 | | total earned credits. | 11 | | (d) The Board of Higher Education, the Illinois Community | 12 | | College Board, and the Midwestern Higher Education Compact's | 13 | | Multi-State Collaborative on Military Credit shall adopt a | 14 | | policy regarding the award of academic credit for military | 15 | | training applicable to meeting a community college's | 16 | | requirements for awarding an associate degree. | 17 | | (e) The Board of Higher Education and the Illinois | 18 | | Community College Board shall adopt rules to implement this | 19 | | Section. | 20 | | Section 10. The Illinois Articulation Initiative Act is | 21 | | amended by adding Section 30 as follows: | 22 | | (110 ILCS 152/30 new) | 23 | | Sec. 30. Degree program advice. To improve articulation and | 24 | | reduce excess academic credit hours, beginning with the |

| 1 | | 2019-2020 academic year, each public institution shall require | 2 | | any student who, upon completing 30 academic credit hours, is | 3 | | interested in pursuing an associate degree or baccalaureate | 4 | | degree at the public institution in which he or she is enrolled | 5 | | or at another public institution to indicate to the public | 6 | | institution in which he or she is enrolled all of his or her | 7 | | degree programs of interest. The public institution in which | 8 | | the student is enrolled shall make a reasonable attempt to | 9 | | conduct a meeting with the student and an academic advisor of | 10 | | the public institution, who shall inform the student of the | 11 | | prerequisite requirements for the student's degree programs of | 12 | | interest. | 13 | | Section 15. The Board of Higher Education Act is amended by | 14 | | adding Section 9.37 as follows: | 15 | | (110 ILCS 205/9.37 new) | 16 | | Sec. 9.37. Tuition waiver. The Board may not limit the | 17 | | amount of tuition revenue that a public university may waive. | 18 | | Section 20. The University of Illinois Act is amended by | 19 | | changing Section 7f as follows:

| 22 | | (a) As used in this Section, "Illinois college or |

| 7 | | (b) Each year the Board of Trustees of the University of
| 8 | | Illinois shall offer 50% tuition waivers for undergraduate | 9 | | education at any
campus under its governance or supervision to | 10 | | the children of employees of
an Illinois college or university | 11 | | who have been employed
by any one or by more than one Illinois | 12 | | college or university for an aggregate
period of at least 7
| 13 | | years. To be eligible to receive a partial tuition waiver, the | 14 | | child of an
employee of an Illinois college or university (i) | 15 | | must
be under the age of 25 at the
commencement of the academic | 16 | | year during which the partial tuition waiver
is to be | 17 | | effective, and (ii) must qualify for admission to the | 18 | | University of
Illinois
under the same admissions requirements, | 19 | | standards and policies which the
University of Illinois applies | 20 | | to applicants for admission generally to its
respective
| 21 | | undergraduate colleges and programs.
| 22 | | (c) Subject to the provisions and limitations of subsection
| 23 | | (b), an
eligible applicant who has continued to maintain | 24 | | satisfactory academic
progress toward graduation may have his | 25 | | or her partial tuition waiver
renewed until the time as he or | 26 | | she has expended 4 years of undergraduate

are necessary to implement and administer the | 9 | | provisions of this Section.

| 9 | | Sec. 35-90. Partial tuition waivers.
| 10 | | (a) As used in this Section, "Illinois college or | 11 | | university" means any
of the following: the University of | 12 | | Illinois, Southern Illinois University,
Chicago State | 13 | | University, Eastern Illinois University, Governors State
| 14 | | University, Illinois State University, Northeastern Illinois | 15 | | University,
Northern Illinois University, and Western Illinois | 16 | | University.
| 17 | | (b) Each year the Board of Western Illinois
University | 18 | | shall offer 50% tuition waivers for undergraduate education at | 19 | | any
campus under its governance to the children of employees of
| 20 | | an Illinois college or university who have been employed
by any | 21 | | one or by more than one Illinois college or university for an | 22 | | aggregate period of at least 7
years. To be eligible to receive | 23 | | a partial tuition waiver, the child of an
employee of an |

| 1 | | Illinois college or university (i) must
be under the age of 25 | 2 | | at the
commencement of the academic year during which the | 3 | | partial tuition waiver
is to be effective, and (ii) must | 4 | | qualify for admission to Western Illinois University
under the | 5 | | same admissions requirements, standards and policies which | 6 | | Western
Illinois University applies to applicants for | 7 | | admission generally to
its respective
undergraduate colleges | 8 | | and programs.
| 9 | | (c) Subject to the provisions and limitations of subsection
| 10 | | (b), an
eligible applicant who has continued to maintain | 11 | | satisfactory academic
progress toward graduation may have his | 12 | | or her partial tuition waiver
renewed until the time as he or | 13 | | she has expended 4 years of undergraduate
partial tuition | 14 | | waiver benefits under this Section.
| 15 | | (d) (Blank). No partial tuition waiver offered or allocated | 16 | | to any
eligible
applicant in accordance with the provisions of | 17 | | this Section shall be
charged against any tuition waiver | 18 | | limitation established by the Illinois
Board of Higher | 19 | | Education.
| 20 | | (e) The Board shall prescribe rules and regulations as
are | 21 | | necessary to implement and administer the provisions of this | 22 | | Section.
