 1                    AMENDMENT TO HOUSE BILL 1521

 2        AMENDMENT NO.     .  Amend House Bill 1521,  AS  AMENDED,
 3    by replacing the title with the following:

 4        "AN ACT in relation to financial regulation."; and

 5    by  replacing  everything  after the enacting clause with the
 6    following:

 7        "Section 5.  The  Illinois  Banking  Act  is  amended  by
 8    changing Section 3 as follows:

 9        (205 ILCS 5/3) (from Ch. 17, par. 309)
10        Sec.  3.  Formation  and  primary  powers. It is shall be
11    lawful to form banks, as herein provided, for the purpose  of
12    discount and deposit, buying and selling exchange and doing a
13    general  banking  business, excepting the issuing of bills to
14    circulate as money; and such banks shall have  the  power  to
15    loan  money  on  personal  and  real  estate security, and to
16    accept and execute trusts upon  obtaining  a  certificate  of
17    authority  pursuant  to  the  "Corporate  Fiduciary Act", and
18    shall be subject to all of the provisions of this Act.
