 1                    AMENDMENT TO HOUSE BILL 1715

 2        AMENDMENT NO.     .  Amend House Bill 1715  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section 5.  The Vital Records Act is amended by changing
 5    Section 25.5 as follows:

 6        (410 ILCS 535/25.5)
 7        Sec.   25.5.  Death   Certificate  Surcharge  Fund.   The
 8    additional $2 fee for certified copies of death  certificates
 9    and fetal death certificates must be deposited into the Death
10    Certificate  Surcharge  Fund,  a  special fund created in the
11    State treasury.  Beginning 30 days after the  effective  date
12    of this amendatory Act of the 92nd General Assembly and until
13    January   1,   2003,   moneys   in   the   Fund,  subject  to
14    appropriation, may be used by the Department for the  purpose
15    of  implementing  an  electronic  reporting  system for death
16    registrations as  provided  in  Section  18.5  of  this  Act.
17    Before  the effective date of this amendatory Act of the 92nd
18    General Assembly and on and after January 1, 2003, moneys  in
19    the  Fund, subject to appropriations, may be used as follows:
20    (i) 25% by the Illinois Law  Enforcement  Training  Standards
21    Board  for the purpose of training coroners, deputy coroners,
22    forensic  pathologists,  and  police  officers  for  homicide

 1    investigations, (ii) 25% for  grants  by  the  Department  of
 2    Public  Health  to  by  the  Illinois  Coroners  and  Medical
 3    Examiners  Association Necropsy Board for distribution to all
 4    local county coroners  and  medical  examiners  or  officials
 5    charged  with  the duties set forth under Division 3-3 of the
 6    Counties Code, who have  a  different  title,  regardless  of
 7    whether  they  are  members of the Association, for equipment
 8    and lab facilities for local county coroners,  (iii)  25%  by
 9    the Department of Public Health for the purpose of setting up
10    a  statewide  database of death certificates and implementing
11    an  electronic  reporting  system  for  death   registrations
12    pursuant  to  Section  18.5,  and (iv) 25% for a grant by the
13    Department of Public Health to local registrars.
