 1                     AMENDMENT TO SENATE BILL 10

 2        AMENDMENT NO.     .  Amend Senate Bill 10, AS AMENDED, by
 3    replacing everything  after  the  enacting  clause  with  the
 4    following:

 5        "Section 5.  The University of Illinois Act is amended by
 6    adding Section 25 as follows:

 7        (110 ILCS 305/25 new)
 8        Sec.  25.  Limitation  on  tuition increase. This Section
 9    applies only to those students who  first  enroll  after  the
10    2003-2004  academic  year.  For  4  continuous academic years
11    following initial enrollment (or for  undergraduate  programs
12    that  require  more  than 4 years to complete, for the normal
13    time  to  complete  the  program,  as   determined   by   the
14    University), the tuition charged an undergraduate student who
15    is  an Illinois resident shall not exceed the amount that the
16    student was charged at the time he or she first  enrolled  in
17    the University. However, if the student changes majors during
18    this time period, the tuition charged the student shall equal
19    the  amount the student would have been charged had he or she
20    been admitted to the changed  major  when  he  or  she  first
21    enrolled.

 1        Section  10.  The Southern Illinois University Management
 2    Act is amended by adding Section 15 as follows:

 3        (110 ILCS 520/15 new)
 4        Sec. 15. Limitation on  tuition  increase.  This  Section
 5    applies  only  to  those  students who first enroll after the
 6    2003-2004 academic year.  For  4  continuous  academic  years
 7    following  initial  enrollment (or for undergraduate programs
 8    that require more than 4 years to complete,  for  the  normal
 9    time   to   complete   the  program,  as  determined  by  the
10    University), the tuition charged an undergraduate student who
11    is an Illinois resident shall not exceed the amount that  the
12    student  was  charged at the time he or she first enrolled in
13    the University. However, if the student changes majors during
14    this time period, the tuition charged the student shall equal
15    the amount the student would have been charged had he or  she
16    been  admitted  to  the  changed  major  when he or she first
17    enrolled.

18        Section 15.  The Chicago State University Law is  amended
19    by adding Section 5-120 as follows:

20        (110 ILCS 660/5-120 new)
21        Sec. 5-120.  Limitation on tuition increase. This Section
22    applies  only  to  those  students who first enroll after the
23    2003-2004 academic year.  For  4  continuous  academic  years
24    following  initial  enrollment (or for undergraduate programs
25    that require more than 4 years to complete,  for  the  normal
26    time   to   complete   the  program,  as  determined  by  the
27    University), the tuition charged an undergraduate student who
28    is an Illinois resident shall not exceed the amount that  the
29    student  was  charged at the time he or she first enrolled in
30    the University. However, if the student changes majors during
31    this time period, the tuition charged the student shall equal

 1    the amount the student would have been charged had he or  she
 2    been  admitted  to  the  changed  major  when he or she first
 3    enrolled.

 4        Section 20.   The  Eastern  Illinois  University  Law  is
 5    amended by adding Section 10-120 as follows:

 6        (110 ILCS 665/10-120 new)
 7        Sec.   10-120.  Limitation   on  tuition  increase.  This
 8    Section applies only to those students who first enroll after
 9    the 2003-2004 academic year. For 4 continuous academic  years
10    following  initial  enrollment (or for undergraduate programs
11    that require more than 4 years to complete,  for  the  normal
12    time   to   complete   the  program,  as  determined  by  the
13    University), the tuition charged an undergraduate student who
14    is an Illinois resident shall not exceed the amount that  the
15    student  was  charged at the time he or she first enrolled in
16    the University. However, if the student changes majors during
17    this time period, the tuition charged the student shall equal
18    the amount the student would have been charged had he or  she
19    been  admitted  to  the  changed  major  when he or she first
20    enrolled.

21        Section  25.   The  Governors  State  University  Law  is
22    amended by adding Section 15-120 as follows:

23        (110 ILCS 670/15-120 new)
24        Sec.  15-120.  Limitation  on  tuition   increase.   This
25    Section applies only to those students who first enroll after
26    the  2003-2004 academic year. For 4 continuous academic years
27    following initial enrollment (or for  undergraduate  programs
28    that  require  more  than 4 years to complete, for the normal
29    time  to  complete  the  program,  as   determined   by   the
30    University), the tuition charged an undergraduate student who

 1    is  an Illinois resident shall not exceed the amount that the
 2    student was charged at the time he or she first  enrolled  in
 3    the University. However, if the student changes majors during

 8        Section 30.  The Illinois State University Law is amended
 9    by adding Section 20-125 as follows:

10        (110 ILCS 675/20-125 new)
11        Sec.   20-125.  Limitation   on  tuition  increase.  This
12    Section applies only to those students who first enroll after
13    the 2003-2004 academic year. For 4 continuous academic  years
14    following  initial  enrollment (or for undergraduate programs
15    that require more than 4 years to complete,  for  the  normal
16    time   to   complete   the  program,  as  determined  by  the
17    University), the tuition charged an undergraduate student who
18    is an Illinois resident shall not exceed the amount that  the
19    student  was  charged at the time he or she first enrolled in
20    the University. However, if the student changes majors during
21    this time period, the tuition charged the student shall equal
22    the amount the student would have been charged had he or  she
23    been  admitted  to  the  changed  major  when he or she first
24    enrolled.

25        Section 35.  The Northeastern Illinois University Law  is
26    amended by adding Section 25-120 as follows:

12        Section 40.  The  Northern  Illinois  University  Law  is
13    amended by adding Section 30-130 as follows:

14        (110 ILCS 685/30-130 new)
15        Sec.   30-130.  Limitation   on  tuition  increase.  This
16    Section applies only to those students who first enroll after
17    the 2003-2004 academic year. For 4 continuous academic  years
18    following  initial  enrollment (or for undergraduate programs
19    that require more than 4 years to complete,  for  the  normal
20    time   to   complete   the  program,  as  determined  by  the
21    University), the tuition charged an undergraduate student who
22    is an Illinois resident shall not exceed the amount that  the
23    student  was  charged at the time he or she first enrolled in
24    the University. However, if the student changes majors during
25    this time period, the tuition charged the student shall equal
26    the amount the student would have been charged had he or  she
27    been  admitted  to  the  changed  major  when he or she first
28    enrolled.

29        Section 45.   The  Western  Illinois  University  Law  is
30    amended by adding Section 35-125 as follows:

 1        (110 ILCS 690/35-125 new)
 2        Sec.   35-125.  Limitation   on  tuition  increase.  This
 3    Section applies only to those students who first enroll after
 4    the 2003-2004 academic year. For 4 continuous academic  years
 5    following  initial  enrollment (or for undergraduate programs
 6    that require more than 4 years to complete,  for  the  normal
 7    time   to   complete   the  program,  as  determined  by  the
 8    University), the tuition charged an undergraduate student who
 9    is an Illinois resident shall not exceed the amount that  the
10    student  was  charged at the time he or she first enrolled in
11    the University. However, if the student changes majors during
12    this time period, the tuition charged the student shall equal
13    the amount the student would have been charged had he or  she
14    been  admitted  to  the  changed  major  when he or she first
15    enrolled.".
