 2        AMENDMENT NO.     .  Amend Senate Bill 1054  on  page  9,
 3    line 1, after the period, by inserting "The consent shall not
 4    otherwise  relieve  the  entity  granted  that  consent  from
 5    obtaining   by   purchase,  condemnation,  or  otherwise  the
 6    necessary approval of any owner of  the  fee  over  or  under
 7    which  the  highway  or road is located, except to the extent
 8    that no such owner has paid real estate taxes on the property
 9    for the 2 years prior to the grant of the consent.".
