AMENDMENT TO HOUSE BILL 756

2     AMENDMENT NO. ______. Amend House Bill 756 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of Veterans Affairs Act is
5 amended by adding Section 7 as follows:
 
6     (20 ILCS 2805/7 new)
7     Sec. 7. Veterans' Memorial Commission. The Veterans'
8 Memorial Commission is created within the Department. The
9 Commission shall gather information on memorial preservation
10 and management and advise State and local governments and other
11 entities in the creation, custody, care, and upkeep of
12 veterans' memorials. The Commission shall conduct studies and
13 make reports regarding the various laws and rules affecting
14 veteran's memorials to determine whether consolidation or
15 other changes in the laws or rules are needed to facilitate
16 memorial preservation and to raise awareness of issues
17 affecting veterans' memorials. The Commission shall be
18 composed of 12 members as follows: 2 members appointed by the
19 President of the Senate, 2 members appointed by the Minority
20 Leader of the Senate, 2 members appointed by the Speaker of the
21 House of Representatives, 2 members appointed by the Minority
22 Leader of the House of Representatives, one representative of
23 the Department of Veterans Affairs, one representative of the
24 American Legion, one representative of the United States Armed

1 Forces, and one representative of the Veterans of Foreign Wars.
2 Members shall serve 2-year terms, without compensation, but may
3 be reimbursed for necessary expenses related to official
4 business from appropriated funds available for that purpose.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.".
