SYNOPSIS AS INTRODUCED:
 
110 ILCS 520/8i new

    Amends the Southern Illinois University Management Act. Subject to appropriation, requires the president of the University to create the Vince Demuzio Legislative Internship Program for full-time undergraduate students. Sets forth goals for the program. Provides that participating students shall receive academic credit and be compensated financially. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Southern Illinois University Management Act
5 is amended by adding Section 8i as follows:
 
6     (110 ILCS 520/8i new)
7     Sec. 8i. Vince Demuzio Legislative Internship Program.
8     (a) The president of the University, in consultation with
9 the Board, shall establish a legislative internship program
10 consisting of up to 30 legislative interns allocated between
11 the Carbondale and Edwardsville campuses.
12     (b) In order to be eligible under the program, a person
13 must be enrolled as a full-time undergraduate student during
14 the entirety of his or her participation in the program.
15     (c) The following shall be the goals of the program:
16         (1) To attract highly motivated students into the
17     program.
18         (2) To provide students with a broad overview of State
19     government.
20         (3) To offer students a unique hands-on experience.
21         (4) To provide students with a personal look into the
22     budgetary, legislative, and programmatic areas of State
23     government.
24         (5) To provide students with a unique opportunity to
25     learn about and to advance into public service careers,
26     including policy-making positions in government.
27         (6) To offer a governmental experience to meet the
28     public sector's future need for competent administrators.
29         (7) To provide a public sector internship that
30     encourages talented college graduates to consider careers
31     in State government.
32         (8) To enable college graduates to supplement their

1     academic learning with practical governmental experience.
2         (9) To achieve diversity through the placement of
3     qualified minorities, women, and persons with
4     disabilities.
5         (10) To enable the University to play an
6     ever-increasing role in directing talented students to
7     consider careers in public service.
8     (d) All students participating in the program shall receive
9 academic credit as determined by the University. Students shall
10 also be compensated financially as determined by the
11 University. The program shall not include a waiver of tuition
12 or fees.
13     (e) The program is subject to specific annual appropriation
14 by the General Assembly.
 
15     Section 99. Effective date. This Act takes effect upon
16 becoming law.
