SYNOPSIS AS INTRODUCED:

    Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the Department of State Police shall develop a protocol for one statewide reporting requirement to be followed when law enforcement officers, fire fighters, emergency management personnel, or other governmental employees engaged in public safety encounter a dwelling, structure, or other site at which methamphetamine had been illegally manufactured. Provides that the Department of State Police must develop the protocol by January 1, 2007 and post the protocol on the Department's official Web site. Further amends the Department of State Police Law of the Civil Administrative Code of Illinois and amends the School Code and the Child Care Act of 1969. Provides that the Department of State Police and the State Board of Education shall jointly create "scratch and sniff" cards that contain the odor emitted by anhydrous ammonia, which is a component in the manufacture of methamphetamine. Provides that the Department of State Police and the State Board of Education shall distribute these cards to teachers and employees of public and private elementary schools, secondary schools, nursery schools, and day care centers throughout the State so that these teachers and employees may be able to detect the odor of children who have been exposed to the manufacture of methamphetamine.

1     AN ACT concerning methamphetamine.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of State Police Law of the Civil
5 Administrative Code of Illinois is amended by adding Sections
6 2605-211 and 2605-560 as follows:
 
7     (20 ILCS 2605/2605-211 new)
8     Sec. 2605-211. Protocol; methamphetamine; illegal
9 manufacture.
10     (a) The Department of State Police shall develop a protocol
11 for one statewide reporting requirement to be followed when law
12 enforcement officers, fire fighters, emergency management
13 personnel, or other governmental employees engaged in public
14 safety encounter a dwelling, structure, or other site at which
15 methamphetamine had been illegally manufactured.
16     (b) The Department of State Police must develop the
17 protocol by January 1, 2007.
18     (c) The Department of State Police must post the protocol
19 on the Department's official Web site.

1     Section 10. The School Code is amended by adding Section
2 1A-11 as follows:
 
3     (105 ILCS 5/1A-11 new)
4     Sec. 1A-11. Scratch and sniff cards. The Department of
5 State Police and the State Board of Education shall jointly
6 create "scratch and sniff" cards that contain the odor emitted
7 by anhydrous ammonia, which is a component in the manufacture
8 of methamphetamine. The Department of State Police and the
9 State Board of Education shall distribute these cards to
10 teachers and employees of public and private elementary
11 schools, secondary schools, nursery schools, and day care
12 centers throughout the State so that these teachers and
13 employees may be able to detect the odor of children who have
14 been exposed to the manufacture of methamphetamine.
 
15     Section 15. The Child Care Act of 1969 is amended by adding
16 Section 5.7 as follows:
 
17     (225 ILCS 10/5.7 new)
18     Sec. 5.7. Distribution of scratch and sniff cards. Scratch
19 and sniff cards created under Section 2605-560 of the
20 Department of State Police Law of the Civil Administrative Code
21 of Illinois and under Section 1A-11 of the School Code shall be
22 distributed to each employee of a day care center.
