AMENDMENT TO HOUSE BILL 3674

AMENDMENT NO. ______. Amend House Bill 3674 by replacing everything after the enacting clause with the following:

"Section 5. The Illinois Public Aid Code is amended by adding Section 9A-11.10 as follows:

(305 ILCS 5/9A-11.10 new)

Sec. 9A-11.10. Tiered-reimbursement rate system for child care providers; pilot program.

(a) Subject to appropriation, the Department of Human Services shall create a pilot program that will test a tiered-reimbursement rate system for child care providers. The purpose of this pilot program of a tiered-reimbursement rate system is to demonstrate a set of performance standards that may provide support and economic incentives to help programs meet the standards that help children grow and learn and to help families identify high quality child care programs.

(b) The Department shall conduct a pilot program in order to test the quality rating system instruments and to determine the infrastructure necessary to adequately support a more comprehensive tiered-reimbursement system. The Department shall prescribe by rule the scope and duration of the pilot program and the criteria, standards, and procedures that will govern the reimbursement system. The Department shall evaluate the results of the pilot program and submit a report of its findings and recommendations to the Governor and the General Assembly by March 31, 2006. This pilot program shall be called the Illinois Quality Counts Pilot Program.

Section 99. Effective date. This Act takes effect upon becoming law.".
