SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-347 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to establish and maintain a program to certify energy-efficient appliances. Provides that, under the program, the Department must identify which appliances qualify as certified energy-efficient appliances and must identify the average first-year kilowatt hours saved, or the equivalent for other fuel saved, by the use of the appliance. Requires the Department to post this information in its Internet website. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-347 as follows:
 
7     (20 ILCS 605/605-347 new)
8     Sec. 605-347. Certification of energy-efficient
9 appliances.
10     (a) Before December 31, 2006, the Department must establish
11 and maintain a program to certify energy-efficient appliances.
12     (b) For the purpose of this Section, an "energy-efficient
13 appliance" means any clothes washer, clothes dryer, water
14 heater, refrigerator, freezer, dishwasher, appliance designed
15 to heat or cool a dwelling, or other major household appliance
16 that, according to the standards set forth under the federal
17 Energy Guide, has premium energy-efficient characteristics.
18     (c) Under this program, the Department must identify which
19 appliances qualify as certified energy-efficient appliances
20 and must identify the average first-year kilowatt hours saved,
21 or the equivalent for other fuel saved, by the use of the
22 appliance.
23     (d) The Department must post, on its Internet website, a
24 list of each certified energy-efficient appliance and the
25 average first-year kilowatt hours saved, or the equivalent for
26 other fuel saved, by the use of that appliance.
 
27     Section 99. Effective date. This Act takes effect upon
28 becoming law.
