SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.11d new

    Amends the School Code. Provides that the State Board of Education has the power and duty to collect and maintain data, for each institution of higher education engaged in teacher preparation in this State, concerning the number of individuals taking the test of basic skills, the number of individuals passing the test of basic skills, the total number of subject-matter tests attempted, and the total number of subject-matter tests passed. Requires the State Board to periodically file with the General Assembly and the Governor and make available to the public a report listing the institutions of higher education engaged in teacher preparation in this State, along with the data pertinent to each institution. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Section
5 2-3.11d as follows:
 
6     (105 ILCS 5/2-3.11d new)
7     Sec. 2-3.11d. Data on tests required for teacher
8 preparation and certification. Beginning with the effective
9 date of this amendatory Act of the 94th General Assembly, to
10 collect and maintain all of the following data for each
11 institution of higher education engaged in teacher preparation
12 in this State:
13         (1) The number of individuals taking the test of basic
14     skills under Section 21-1a of this Code.
15         (2) The number of individuals passing the test of basic
16     skills under Section 21-1a of this Code.
17         (3) The total number of subject-matter tests attempted
18     under Section 21-1a of this Code.
19         (4) The total number of subject-matter tests passed
20     under Section 21-1a of this Code.
21 The data regarding subject-matter tests shall be reported in
22 sum, rather than by separately listing each subject, in order
23 to better protect the identity of the test-takers.
24     On or before August 1, 2007, the State Board of Education
25 shall file with the General Assembly and the Governor and shall
26 make available to the public a report listing the institutions
27 of higher education engaged in teacher preparation in this
28 State, along with the data listed in items (1) and (2) of this
29 Section pertinent to each institution.
30     On or before August 1, 2009 and every 3 years thereafter,
31 the State Board of Education shall file with the General
32 Assembly and the Governor and shall make available to the

1 public a report listing the institutions of higher education
2 engaged in teacher preparation in this State, along with the
3 data listed in items (1) through (4) of this Section pertinent
4 to each institution.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
