SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Forensic Psychiatry Fellowship Training Act. Provides that the University of Illinois at Chicago shall expand its focus on enrolling, training, and graduating forensic mental health professionals by creating a forensic psychiatry fellowship training program at its College of Medicine. Contains provisions concerning the powers and duties of the University of Illinois at Chicago under the program, program curriculum, and State funding. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Forensic Psychiatry Fellowship Training Act.
 
6     Section 5. Creation of program. The University of Illinois
7 at Chicago shall expand its focus on enrolling, training, and
8 graduating forensic mental health professionals by creating a
9 forensic psychiatry fellowship training program at its College
10 of Medicine.
 
11     Section 10. Powers and duties under program. Under the
12 forensic psychiatry fellowship training program created under
13 Section 5 of this Act, the University of Illinois at Chicago
14 has all of the following powers and duties:
15         (1) The University of Illinois at Chicago's
16     undergraduate and graduate programs may increase their
17     service and training commitments in order to provide mental
18     health care to chronically mentally ill populations in this
19     State.
20         (2) The University of Illinois at Chicago shall
21     coordinate service, education, and research in mental
22     health and may work with communities, State agencies, other

1     colleges and universities, private foundations, health
2     care providers, and other interested organizations on
3     innovative strategies to respond to the challenges of
4     providing greater physician presence in the field of
5     forensic psychiatry.
6         (3) The University of Illinois at Chicago may establish
7     such clinical and educational centers and may cooperate
8     with other universities and associations as may be
9     necessary to carry out the intent of this Act according to
10     the following priorities:
11             (A) a preference for programs that are designed to
12         enroll, educate, and facilitate the graduation of
13         mental health professionals trained in forensic
14         psychiatry and other forensic mental health
15         sub-specialities; and
16             (B) a preference for programs that involve
17         networking with other agencies, organizations, and
18         institutions that have similar objectives.
 
19     Section 15. Program curriculum. The curriculum for the
20 forensic psychiatry fellowship training program created under
21 Section 5 of this Act shall be developed in accordance with
22 criteria established by the Residency Review Committee of the
23 Accreditation Council for Graduate Medical Education (ACGME).
 
24     Section 20. Funding. Subject to appropriations for this

1 purpose, each fiscal year $1,000,000 shall be earmarked for the
2 forensic psychiatry fellowship training program created under
3 Section 5 of this Act from the State funding designated for the
4 University of Illinois at Chicago College of Medicine,
5 Department of Psychiatry.
 
6     Section 99. Effective date. This Act takes effect upon
7 becoming law.
