SYNOPSIS AS INTRODUCED:

New Act

Creates the Plasma Arc Gasification Act. Sets out legislative findings. Provides that the Environmental Protection Agency shall adopt rules that provide an authorization process for plasma arc gasification or similar technologies as an alternative to landfill disposal of solid waste in the State. Provides that the Agency shall establish a permitting program for entities wishing to conduct plasma arc gasification in the State.

A BILL FOR

AN ACT concerning waste gasification.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Plasma Arc Gasification Act.

Section 5. Legislative findings. The General Assembly finds that:

(1) The disposal of solid waste in the State is a continuing land use problem.

(2) Plasma arc gasification or other like technologies may provide an alternative to the use of landfills for the disposal of solid waste.

(3) Plasma arc gasification or other like technologies may produce a number of beneficial by-products including hard, obsidian-like stone that can be used in paving projects, metals that can be recovered for resale, and fuel-rich gases that can be used to generate large quantities of heat and electricity.

(4) Plasma arc gasification or other like technologies, if authorized in the State, could reduce the State's dependence on fossil fuels and reduce the amount of solid waste disposed of in landfills around the State.

Section 10. Authorization; permitting.

(a) The Environmental Protection Agency shall adopt rules that provide an authorization process for plasma arc gasification or other like technologies as an alternative to landfill disposal of solid waste in the State.

(b) The Environmental Protection Agency shall establish a permitting program for entities wishing to conduct plasma arc gasification or other like technologies in the State.
