HOUSE RESOLUTION

 
2     WHEREAS, The House of Representatives recognizes that
3 methamphetamine is fundamentally different from other drugs
4 regulated by the Illinois Controlled Substances Act because the
5 harms relating to methamphetamine stem not only from the
6 distribution and use of the drug, but also from the manufacture
7 of the drug in this State; and
 
8     WHEREAS, Methamphetamine is not only distributed and used
9 but also manufactured in Illinois; the manufacture of
10 methamphetamine is extremely and uniquely harmful, and the
11 exposure to the manufacturing of methamphetamine has resulted
12 in deaths or serious disabilities to many persons exposed to
13 the manufacturing process; and
 
14     WHEREAS, The manufacture and use of methamphetamine is a
15 problem that effects the entire State, especially in rural
16 areas and in small towns; and
 
17     WHEREAS, A statewide awareness campaign alerting the
18 public to the dangers of methamphetamine may help to reduce the
19 illegal manufacture, distribution, and use of this substance
20 and result in increased arrests and prosecutions of
21 methamphetamine violators; and

1     WHEREAS, The summer months are increasingly susceptible to
2 the illegal manufacture and use of methamphetamine since many
3 children are on summer vacation from school and are highly
4 susceptible to being exposed to this illicit substance;
5 therefore, be it
 
6     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8 August 1st of each year is hereby proclaimed as Methamphetamine
9 Awareness Day in the State of Illinois; and be it further
 
10     RESOLVED, That the Department of State Police, the
11 Department of Public Health, local law enforcement agencies,
12 the State Board of Education, and local school districts
13 promote an educational campaign on that day warning the
14 population of this State of the dangers of methamphetamine
15 manufacture and use.
