SYNOPSIS AS INTRODUCED:

    Amends the Covering ALL KIDS Health Insurance Act. Provides that the Department of Healthcare and Family Services shall develop procedures to train application agents. Also provides that the Department shall provide to private employers, including private employers regulated under the Day and Temporary Labor Services Act, a grant of $50 for each person that the private employer enrolls in the Covering ALL KIDS Health Insurance Program. Effective immediately.

1     AN ACT concerning insurance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Covering ALL KIDS Health Insurance Act is
5 amended by changing Sections 25 and 30 as follows:
 
6     (215 ILCS 170/25)
7     (Section scheduled to be repealed on July 1, 2011)
8     Sec. 25. Enrollment in Program. The Department shall
9 develop procedures to allow application agents to assist in
10 enrolling children in the Program or other children's health
11 programs operated by the Department. At the Department's
12 discretion, technical assistance payments may be made
13 available for approved applications facilitated by an
14 application agent. The Department shall develop procedures to
15 train application agents.

19     Sec. 30. Program outreach and marketing. The Department may
20 provide grants to application agents and other community-based
21 organizations to educate the public about the availability of
22 the Program. The Department shall adopt rules regarding

1 performance standards and outcomes measures expected of
2 organizations that are awarded grants under this Section,
3 including penalties for nonperformance of contract standards.
4 The Department shall provide to private employers, including
5 private employers regulated under the Day and Temporary Labor
6 Services Act, a grant of $50 for each person that the private
7 employer enrolls in the Program.

9     Section 99. Effective date. This Act takes effect upon
10 becoming law.
