SYNOPSIS AS INTRODUCED:
 
35 ILCS 200/4-10

    Amends the Property Tax Code. Provides that any commissioner, deputy commissioner, deputy member, analyst, or hearing officer of a board of review or any member or hearing officer of the Property Tax Appeal Board in any county who has earned a Certified Illinois Assessing Officers Certificate from the Illinois Property Assessment Institute shall receive from the State, out of funds appropriated to the Department of Revenue, additional compensation of $500 per year.

1     AN ACT concerning revenue.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Property Tax Code is amended by changing
5 Section 4-10 as follows:
 
6     (35 ILCS 200/4-10)
7     Sec. 4-10. Compensation for Certified Illinois Assessing
8 Officers. Subject to the requirements for continued training,
9 any supervisor of assessments, assessor, deputy assessor, or
10 member, commissioner, deputy commissioner, deputy member,
11 analyst, or hearing officer of a board of review or any member
12 or hearing officer of the Property Tax Appeal Board in any
13 county who has earned a Certified Illinois Assessing Officers
14 Certificate from the Illinois Property Assessment Institute
15 shall receive from the State, out of funds appropriated to the
16 Department, additional compensation of $500 per year.
17     To receive a Certified Illinois Assessing Officer
18 certificate, a person shall complete successfully and pass
19 examinations on a basic course in assessment practice approved
20 by the Department and conducted by the Institute and additional
21 courses totaling not less than 60 class hours that are
22 designated and approved by the Department, on the cost, market
23 and income approaches to value, mass appraisal techniques, and

1 property tax administration.
2     To continue to be eligible for the additional compensation,
3 a Certified Illinois Assessing Officer must complete
4 successfully a minimum of 15 class hours requiring a written
5 examination, and the equivalent of one seminar course of 15
6 class hours which does not require a written examination, in
7 each year for which additional compensation is sought after
8 receipt of the certificate. The Department shall designate and
9 approve courses acceptable for additional training, including
10 courses in business and computer techniques, and class hours
11 applicable to each course. The Department shall specify
12 procedures for certifying the completion of the additional
13 training.
14     The courses and training shall be conducted annually at
15 various convenient locations throughout the State. At least one
16 course shall be conducted annually in each county with more
17 than 400,000 inhabitants.
