1 AMENDMENT TO HOUSE BILL 3642
2     AMENDMENT NO. ______. Amend House Bill 3642 by replacing
3 everything after the enacting clause with the following:

4     "Section 5. The Illinois Public Aid Code is amended by
5 adding Section 12-4.7e as follows:

6     (305 ILCS 5/12-4.7e new)
7     Sec. 12-4.7e. Cross-Agency Medicaid Commission.
8     (a) The Cross-Agency Medicaid Commission is established to
9 study ways for the State agencies named in paragraphs (1)
10 through (4) of subsection (b) to coordinate activities and
11 programs to maximize the amount of federal Medicaid matching
12 funds paid to the State for goods and services provided to
13 children and their families under programs administered by
14 those agencies.
15     (b) The Commission shall consist of the following 8
16 members:

1         (1) The Director of Healthcare and Family Services or
2     his or her designee; and a representative of vendors of
3     goods or services to children or their families who are
4     eligible for medical assistance under Article V of this
5     Code or for benefits under any other program administered
6     by the Department of Healthcare and Family Services for
7     which federal Medicaid matching funds may be available.
8         (2) The Secretary of Human Services or his or her
9     designee; and a representative of vendors of goods or
10     services to children or their families who are eligible for
11     benefits under any program administered by the Department
12     of Human Services for which federal Medicaid matching funds
13     may be available.
14         (3) The Director of Children and Family Services or his
15     or her designee; and a representative of vendors of goods
16     or services to children or their families who are eligible
17     for benefits under any program administered by the
18     Department of Children and Family Services for which
19     federal Medicaid matching funds may be available.
20         (4) The State Superintendent of Education or his or her
21     designee; and a representative of vendors of goods or
22     services to children or their families who are eligible for
23     benefits under any program administered by the Illinois
24     State Board of Education for which federal Medicaid
25     matching funds may be available.
26     (c) The Director of Healthcare and Family Services shall

1 serve as the Chair of the Commission. All members other than
2 representatives of State agencies shall be appointed by the
3 Governor no later than July 1, 2009 and shall serve without
4 compensation. A quorum shall consist of 5 members. An
5 affirmative vote of a majority of those members present and
6 voting shall be necessary for Commission action. The Commission
7 shall meet quarterly or more frequently at the call of the
8 Chair.
9     (d) The Department of Human Services shall provide staff
10 and support to the Commission.
11     (e) The Commission may release findings and
12 recommendations at any time but at a minimum must observe the
13 following schedule:
14         (1) The Commission must issue preliminary findings and
15     recommendations to the General Assembly by July 1, 2010.
16         (2) The Commission must issue its final findings and
17     recommendations to the General Assembly by December 31,
18     2011.
19     (f) This Section is repealed on January 1, 2012.

20     Section 99. Effective date. This Act takes effect upon
21 becoming law.".
