SYNOPSIS AS INTRODUCED:
 
20 ILCS 1005/1005-165 new

    Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Provides that the Department of Employment Security shall create a web-based application using data from the Quarterly Census of Employment and Wages (QCEW) program of the Bureau of Labor Statistics and that the Department shall make the application available to the public on its website. Provides that the application shall enable a user to enter specified data and shall generate a spreadsheet setting forth, for each North American Industry Classification System (NAICS) business classification code having the number of digits specified by the user, specified employee or employer information from the QCEW program. Provides that information may not be disclosed if disclosure would violate State or federal privacy or confidentiality laws, regulations, or restrictions and the spreadsheet shall include notations where that information is not disclosed. Provides that the application shall make the spreadsheet available for viewing online and downloading by the user and the Department's website shall contain instructions for the use of the application.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Employment Security Law of the
5Civil Administrative Code of Illinois is amended by adding
6Section 1005-165 as follows:
 
7    (20 ILCS 1005/1005-165 new)
8    Sec. 1005-165. Web-based application; employment data. The
9Department of Employment Security shall create a web-based
10application using data from the Quarterly Census of Employment
11and Wages (QCEW) program (formerly known as the ES-202 program)
12of the Bureau of Labor Statistics. The Department shall make
13the application available to the public on its website. The
14application shall enable a user to (A) indicate whether the
15user is seeking information regarding employees or employers
16and (B) enter the following data:
17        (i) a number from 2 to 6, which shall represent a
18    number of North American Industry Classification System
19    (NAICS) business classification code digits;
20        (ii) 2 numbers representing a lower bound and an upper
21    bound for establishment size by number of employees (the
22    lower bound or upper bound or both may be omitted);
23        (iii) 2 numbers representing a lower bound and an upper

1    bound for a range of wages (the lower bound or upper bound
2    or both may be omitted); and
3        (iv) any combination of zip codes, census block group
4    numbers, and census tract numbers that describe a
5    geographical region.
6    If the user has indicated that the user is seeking
7information regarding employees, then the application shall
8generate, based upon the data entered by the user, a
9spreadsheet setting forth, for each NAICS business
10classification code having the number of digits specified by
11the user, information from the QCEW program concerning the
12number of persons employed within the specified geographic
13region for every calendar quarter for which information is
14available. Information shall be further limited by
15establishment size if a lower bound or upper bound or both are
16specified under item (ii) and by wage range if a lower bound or
17upper bound or both are specified under item (iii).
18    If the user has indicated that the user is seeking
19information regarding employers, then the application shall
20generate, based upon the data entered by the user, a
21spreadsheet setting forth, for each NAICS business
22classification code having the number of digits specified by
23the user, information from the QCEW program concerning the
24number of employers within the specified geographic region for
25every calendar quarter for which information is available.
26Information shall be further limited by establishment size if a

1lower bound or upper bound or both are specified under item
2(ii) and by wage range if a lower bound or upper bound or both
3are specified under item (iii).
4    Information may not be disclosed under this Section if
5disclosure of that information would violate State or federal
6privacy or confidentiality laws, regulations, or restrictions
7and the spreadsheet shall include notations where that
8information is not disclosed.
9    The application shall make the spreadsheet contents
10available for viewing online and downloading by the user. The
11Department's website shall contain instructions for the use of
12the application.
