SYNOPSIS AS INTRODUCED:

     Amends the State Commemorative Dates Act to designate the third Thursday in May of each year as Volunteer Emergency Responder Appreciation Day. Amends the State Finance Act to create the Volunteer Emergency Responder Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Illinois volunteer emergency responder license plates. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Volunteer Emergency Responder Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $16 shall be charged for each renewal, of which $14 shall be deposited into the Volunteer Emergency Responder Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Amends the Illinois Emergency Management Agency Act. Charges the Illinois Terrorism Task Force with additional duties that include managing and distributing moneys in the Volunteer Emergency Responder Fund. Provides that moneys in the Fund shall be paid, subject to appropriation by the General Assembly and distribution by the Illinois Terrorism Task Force, for specified purposes. Effective immediately.

1    AN ACT concerning volunteer emergency responders.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Commemorative Dates Act is amended by
5adding Section 126 as follows:
 
6    (5 ILCS 490/126 new)
7    Sec. 126. Volunteer Emergency Responder Appreciation Day.
8The third Thursday in May of each year is designated Volunteer
9Emergency Responder Appreciation Day in Illinois. Volunteer
10firefighters, rescue squads, divers, emergency medical
11technicians, and response teams sacrifice their time and lives
12for their communities with little or no compensation. Volunteer
13Emergency Responder Appreciation Day shall be observed
14throughout the State by the citizens of Illinois with civic
15remembrances of the sacrifices made on their behalf by the
16volunteer emergency responders of Illinois, especially the
17ultimate sacrifice given by those individuals who have lost
18their lives in the line of duty.
 
19    Section 10. The Illinois Emergency Management Agency Act is
20amended by adding Section 17.2 as follows:

1    Sec. 17.2. Illinois Terrorism Task Force; Volunteer
2Emergency Responder Fund.
3    (a) The Illinois Terrorism Task Force, as created by
4Executive Order 2003-17, shall have the following additional
5duties:
6        (i) provide a communication center where emergency
7    responders (both volunteer and professional) can join
8    together to discuss issues facing responders throughout
9    this State;
10        (ii) assist in the organization of responders
11    throughout this State;
12        (iii) organize, share, and coordinate resources for
13    terrorism and emergency response throughout this State;
14    and
15        (iv) manage and distribute funds in the Volunteer
16    Emergency Responder Fund.
17    (d) The Volunteer Emergency Responder Fund is created as a
18special fund in the State treasury. All money in the Volunteer
19Emergency Responder Fund shall be paid, subject to
20appropriation by the General Assembly and distribution by the
21Illinois Terrorism Task Force, to be used for the following
22purposes:
23        (i) to purchase emergency response equipment on behalf
24    of a volunteer emergency response provider that
25    demonstrates need;
26        (ii) to hold an annual appreciation, memorial, and

1    commemoration ceremony and other related activities; and
2        (iii) to provide scholarships for undergraduate study,
3    graduate study, or both to the children and spouses of
4    volunteer emergency responders who have been killed in the
5    line of duty.
 
6    Section 15. The State Finance Act is amended by adding
7Section 5.811 as follows:
 
8    (30 ILCS 105/5.811 new)
9    Sec. 5.811. The Volunteer Emergency Responder Fund.
 
10    Section 20. The Illinois Vehicle Code is amended by adding
11Section 3-699 as follows:
 
12    (625 ILCS 5/3-699 new)
13    Sec. 3-699. Illinois volunteer emergency responder license
14plates.
15    (a) The Secretary, upon receipt of an application made in
16the form prescribed by the Secretary, may issue special
17registration plates designated as Illinois volunteer emergency
18responder license plates. The special plates issued under this
19Section shall be affixed only to passenger vehicles of the
20first division and motor vehicles of the second division
21weighing not more than 8,000 pounds. Plates issued under this
22Section shall expire according to the multi-year procedure

1established by Section 3-414.1 of this Code.
2    (b) The design and color of the plates is wholly within the
3discretion of the Secretary. The Secretary may allow the plates
4to be issued as vanity plates or personalized under Section
53-405.1 of the Code. The Secretary shall prescribe stickers or
6decals as provided under Section 3-412 of this Code.
7    (c) An applicant for the special plate shall be charged a
8$25 fee for original issuance in addition to the appropriate
9registration fee. Of this fee, $10 shall be deposited into the
10Volunteer Emergency Responder Fund and $15 shall be deposited
11into the Secretary of State Special License Plate Fund, to be
12used by the Secretary to help defray administrative processing
13costs.
14    For each registration renewal period, a $16 fee, in
15addition to the appropriate registration fee, shall be charged.
16Of this fee, $14 shall be deposited into the Volunteer
17Emergency Responder Fund and $2 shall be deposited into the
18Secretary of State Special License Plate Fund.
19    (d) Moneys in the Volunteer Emergency Responder Fund shall
20be distributed in accordance with Section 17.2 of the Illinois
21Emergency Management Agency Act.
 
22    Section 99. Effective date. This Act takes effect upon
23becoming law.
