| 2 | | AMENDMENT NO. ______. Amend House Bill 2530 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 5. The Counties Code is amended by adding Section | 5 | | 5-1183 as follows: | 6 | | (55 ILCS 5/5-1183 new) | 7 | | Sec. 5-1183. Household goods recycling bins. | 8 | | (a) Notwithstanding any other provision of law, a household | 9 | | goods recycling bin in any
county shall have a permanent, | 10 | | written, printed label affixed to the bin and
prominently | 11 | | displayed. The label shall include the name, address, and | 12 | | contact
information of the person or entity owning, operating, | 13 | | or maintaining that bin. The
person or entity owning, | 14 | | operating, or maintaining the bin shall also label the bin to
| 15 | | designate if the person or entity owning, operating, or | 16 | | maintaining the bin is a "not for
profit" or a "for profit" |

| 1 | | entity. | 2 | | (b) As used in this Section: | 3 | | "Household goods recycling bin" or "bin" means a | 4 | | container or
receptacle held out to the public as a place | 5 | | for people to discard clothes, shoes,
books, and other | 6 | | recyclable items until they are taken away for resale or
| 7 | | redistribution by the person or entity that owns, operates, | 8 | | or maintains the bin. | 9 | | "Not for profit" means any entity that is officially | 10 | | recognized by the United States Internal Revenue Service as | 11 | | a tax-exempt entity described in Section 501(c)(3) of the | 12 | | Internal Revenue Code of 1986 (or any successor provision | 13 | | of federal tax law). | 14 | | Section 10. The Illinois Municipal Code is amended by | 15 | | adding Section 11-42-15 as follows: | 16 | | (65 ILCS 5/11-42-15 new) | 17 | | Sec. 11-42-15. Household goods recycling bins. | 18 | | (a) Notwithstanding any other provision of law, a household | 19 | | goods recycling bin in any
