Amends the Board of Higher Education Act. Requires the Board, in consultation with the Department of Labor, the Illinois Community College Board, and any other entity the Board deems appropriate, to produce an annual report regarding State workforce need projections and credential production. Sets forth the contents of the report. Sets forth when and to whom the report must be provided. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Board of Higher Education Act is amended by | 5 | | adding Section 9.34 as follows: | 6 | | (110 ILCS 205/9.34 new) | 7 | | Sec. 9.34. Report on State workforce need projections and | 8 | | credential production. | 9 | | (a) To the extent practicable within available resources | 10 | | and subject to the availability of data currently collected by | 11 | | and accessible to the relevant entities, the Board, in | 12 | | consultation with the Department of Labor, the Illinois | 13 | | Community College Board, and any other entity the Board deems | 14 | | appropriate, shall produce an annual report regarding State | 15 | | workforce need projections and credential production. | 16 | | (b) The report shall: | 17 | | (1) indicate this State's anticipated workforce needs | 18 | | and the number of degrees, certificates, and other | 19 | | credentials that public and private institutions of higher | 20 | | education, private business and vocational schools, and | 21 | | public area vocational schools expect to issue; | 22 | | (2) to the extent provided by sources external to the | 23 | | Board, indicate this State's anticipated number of |

| 1 | | degrees, certificates, and other credentials that high | 2 | | school vocational programs, apprenticeship programs, and | 3 | | other public or private workforce training programs expect | 4 | | to issue; | 5 | | (3) identify any workforce needs, including areas of | 6 | | specialization within a particular vocation, that may not | 7 | | be met by the education, training, and apprenticeship | 8 | | programs; and | 9 | | (4) identify institutions, public or private, that may | 10 | | meet projected workforce needs. | 11 | | (c) The Board, on or before January 31 of each year, | 12 | | beginning in 2015, shall provide a copy of the report to (i) | 13 | | the Higher Education Committee of the Senate, (ii) the Higher | 14 | | Education Committee of the House of Representatives, (iii) the | 15 | | Labor and Commerce Committee of the Senate, (iv) the Labor and | 16 | | Commerce Committee of the House of Representatives, and (v) the | 17 | | Governor. | 18 | | (d) The Board shall send a copy of the report to every | 19 | | public postsecondary governing board in this State and shall | 20 | | work with the State Board of Education to provide the report to | 21 | | this State's public school districts and private elementary and | 22 | | secondary schools.
| 23 | | Section 99. Effective date. This Act takes effect upon | 24 | | becoming law.
