AMENDMENT TO SENATE BILL 572

2    AMENDMENT NO. ______. Amend Senate Bill 572 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Illinois Small Business and Workforce Development Task Force
6Act.
 
7    Section 5. Illinois Small Business and Workforce
8Development Task Force. The Illinois Small Business and
9Workforce Development Task Force is created as a 17-member Task
10Force. Four members of the Task Force shall be appointed by
11each legislative leader. One of the appointees by each
12legislative leader shall be a person representing small
13business, one of the appointees shall be a person representing
14labor, and 2 of the appointees shall be members of the General
15Assembly. Members of the Task Force shall receive no
16compensation, but may be reimbursed for their expenses from

1appropriations available for that purpose. The Chairperson of
2the University of Illinois Board of Trustees or his or her
3designee shall be the chairperson of the Task Force. The Task
4Force shall meet at the call of the Chair. Each Task Force
5member shall have a 2-year term. A legislative leader may
6appoint a replacement member upon the death, disability, or
7resignation of any member appointed by that leader.
 
8    Section 10. Administrative support. The Department of
9Commerce and Economic Development shall provide administrative
10support to the Task Force.
 
11    Section 15. Task Force duties. The Task Force shall
12identify issues of importance to small business that may be
13addressed by the 98th General Assembly and future General
14Assemblies. The Task Force shall make recommendations
15regarding the issues identified. The issues and
16recommendations shall address access to capital, State
17procurement policies, State regulatory policies, program
18sustainability, and workforce concerns.
 
19    Section 20. Findings and recommendations. By September 30,
202013, and by September 30 of every year thereafter, the Task
21Force shall submit a report to the General Assembly setting
22forth its findings and recommendations. The requirement for
23reporting to the General Assembly shall be satisfied by filing

1copies of the report with the Speaker, Minority Leader, and
2Clerk of the House of Representatives, the President, Minority
3Leader, and Secretary of the Senate, the Legislative Research
4Unit as required under Section 3.1 of the General Assembly
5Organization Act.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.".
