SYNOPSIS AS INTRODUCED:

    Amends the Municipal Clerk Training Act. Extends the provisions of the Act to deputy municipal clerks. Reduces the number of ex-officio members of the Municipal Clerk Training Institute Committee to one member (currently, 9 members). Provides that the ex-officio member's term may be designated by the governing board of any Illinois university or college at the request of the Executive Board of the Municipal Clerks of Illinois. Makes other changes.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Municipal Clerk Training Act is amended by
5changing Sections 1, 2, 3, and 4 as follows:

7    Sec. 1. The Municipal Clerk Training Institute Committee
8shall establish a Municipal Clerk Training Institute and
9designate the number of times each year the program provided
10for in this Act shall be offered by the Institute. The location
11or locations within the State at which the program shall be
12offered each year shall be fixed by the Municipal Clerk
13Training Institute Committee, provided that any location so
14fixed shall be on the campus of one or more of the colleges or
15universities represented on the Committee.

18    Sec. 2. There is created the Municipal Clerk Training
19Institute Committee composed of 5 municipal clerks or deputy
20clerks, appointed by the Governor as provided herein, and one 9
21ex-officio member members, designated as provided herein, as a
22representative representatives of public colleges and

1universities in this State. Each member appointed by the
2Governor after the effective date of this amendatory Act of
31987 shall be a certified municipal clerk recommended by the
4Executive Board of the Municipal Clerks of Illinois and serving
5as a municipal clerk at the time he or she is so recommended
6and appointed. The 2 additional municipal clerks appointed
7pursuant to the provisions of this amendatory Act of 1987 both
8shall be appointed to serve until the third Monday in January,
91992, or until their successors are appointed and qualified. Of
10the 3 municipal clerks serving as members of the Committee on
11the effective date of this amendatory Act of 1987, they shall
12determine by agreement or by lot one who shall continue to so
13serve until the third Monday in January, 1989, a second who
14shall continue to so serve until the third Monday in January,
151990, and a third who shall continue to so serve until the
16third Monday in January, 1991; provided, that each shall serve
17until his or her successor is appointed and qualified. Each
18successor of any member appointed to the Committee as a
19municipal clerk or deputy clerk shall be appointed to serve for
20a 4 year term expiring on the third Monday in January, or until
21his or her successor is appointed and qualified. Any vacancy
22occurring in the office of a Committee member appointed by the
23Governor, whether by death, resignation or otherwise, shall be
24filled by appointment by the Governor from a recommendation or
25recommendations made by the Executive Board of the Municipal
26Clerks of Illinois, in the same manner as original

1appointments. A member appointed to fill a vacancy shall serve
2for the remainder of the unexpired term or until his or her
3successor is appointed and qualified. In the event the Governor
4refuses to appoint a municipal clerk or deputy clerk
5recommended by the Executive Board of the Municipal Clerks of
6Illinois to either a full term or, in cases of a vacancy, to
7the remainder of an unexpired term on the Committee, such
8Executive Board shall promptly recommend one or more additional
9qualified persons to the Governor for such appointment. The
10term of the ex-officio member may be designated by the
11governing board of any Illinois university or college at the
12request of the Executive Board of the Municipal Clerks of
13Illinois. The terms of the 3 committee members designated by
14the Board of Trustees of the University of Illinois and serving
15on the effective date of this amendatory Act of 1987 shall
16terminate on that effective date, and the 4 ex-officio members
17designated pursuant to the provisions of this amendatory Act of
181987 shall be designated as follows: one representative of the
19University of Illinois designated by the Board of Trustees of
20that University; one representative of Southern Illinois
21University designated by the Board of Trustees of that
22University; one representative designated by the Board of
23Governors of State Colleges and Universities of the several
24universities and colleges under its governance; and one
25representative designated by the Board of Regents of the
26several Regency Universities under its jurisdiction. The terms

1of the 2 ex-officio members designated as representatives of
2the Board of Governors of State Colleges and Universities and
3the Board of Regents shall terminate on the effective date of
4this amendatory Act of 1995. The 2 ex-officio members whose
5terms are terminated by this amendatory Act of 1995 shall be
6replaced by 7 additional ex-officio members, one representing
7the Board of Trustees of Chicago State University, one
8representing the Board of Trustees of Eastern Illinois
9University, one representing the Board of Trustees of Governors
10State University, one representing the Board of Trustees of
11Illinois State University, one representing the Board of
12Trustees of Northeastern Illinois University, one representing
13the Board of Trustees of Northern Illinois University, and one
14representing the Board of Trustees of Western Illinois
15University. The 9 ex-officio member members representing the
16public colleges and universities shall serve in an advisory
17capacity to the members appointed by the Governor, and each
18such ex-officio member shall serve at the pleasure of the
19governing board designating them to membership on the
20Committee. Members of the Committee shall serve without
21compensation.

24    Sec. 3. The Committee shall develop the curriculum for the
25Municipal Clerk Training Institute and include such subjects

1and courses as will provide methods for maintaining the
2services of municipal clerks or deputy clerks at a level
3consistent with the needs of the municipality and the public.
4The subjects selected shall include, but are not limited to, a
5study of the Illinois Municipal Code, parliamentary procedure,
6office management and the preparation of agendas, minutes and
7records.

10    Sec. 4. Each year, the The Institute shall offer (i) a
11course of at least 5 one-day sessions one week's duration which
12may be attended by municipal clerks or deputy clerks who have
13been newly appointed or elected to office, and (ii) an advanced
14a refresher course each year of at least 2 one-day sessions 2
15days' duration which may be attended by all other municipal
16clerks or deputy clerks. Attendance at courses offered by the
17Institute shall be restricted to municipal clerks and their
18deputies.
