1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Uniform Peace Officers' Disciplinary Act is
5amended by changing Section 8 as follows:
 
6    (50 ILCS 725/8)
7    (Section scheduled to be repealed on February 1, 2016)
8    Sec. 8. Commission on Police Professionalism.
9    (a) Recognizing the need to review performance standards
10governing the professionalism of law enforcement agencies and
11officers in the 21st century, the General Assembly hereby
12creates the Commission on Police Professionalism.
13    (b) The Commission on Policing Standards and
14Professionalism shall be composed of the following members:
15        (1) one member of the Senate appointed by the President
16    of the Senate;
17        (2) one member of the Senate appointed by the Senate
18    Minority Leader;
19        (3) one member of the House of Representatives
20    appointed by the Speaker of the House of Representatives;
21        (4) one member of the House of Representatives
22    appointed by the House Minority Leader;
23        (5) one active duty law enforcement officer who is a

1    member of a certified collective bargaining unit appointed
2    by the Governor;
3        (6) one active duty law enforcement officer who is a
4    member of a certified collective bargaining unit appointed
5    by the President of the Senate;
6        (7) one active duty law enforcement officer who is a
7    member of a certified collective bargaining unit appointed
8    by the Senate Minority Leader;
9        (8) one active duty law enforcement officer who is a
10    member of a certified collective bargaining unit appointed
11    by the Speaker of the House of Representatives;
12        (9) one active duty law enforcement officer who is a
13    member of a certified collective bargaining unit appointed
14    by the House Minority Leader;
15        (10) the Director of State Police, or his or her
16    designee;
17        (11) the Executive Director of the Law Enforcement
18    Training Standards Board, or his or her designee;
19        (12) the Director of a statewide organization
20    representing Illinois sheriffs;
21        (13) the Director of a statewide organization
22    representing Illinois chiefs of police;
23        (14) the Director of a statewide fraternal
24    organization representing sworn law enforcement officers
25    in this State;
26        (15) the Director of a benevolent association

1    representing sworn police officers in this State;
2        (16) the Director of a fraternal organization
3    representing sworn law enforcement officers within the
4    City of Chicago; and
5        (17) the Director of a fraternal organization
6    exclusively representing sworn Illinois State Police
7    officers.
8    (c) The President of the Senate and the Speaker of the
9House of Representatives shall each appoint a joint chairperson
10to the Commission. The Law Enforcement Training Standards Board
11shall provide administrative support to the Commission.
12    (d) The Commission shall meet regularly to review the
13current training and certification process for law enforcement
14officers, review the duties of the various types of law
15enforcement officers, including auxiliary officers, review the
16standards for the issuance of badges, shields, and other police
17and agency identification, and examine whether law enforcement
18officers should be licensed. For the purposes of this
19subsection (d), "badge" means an officer's department issued
20identification number associated with his or her position as a
21police officer with that Department.
22    (e) The Commission shall submit a report of its findings
23and legislative recommendations to the General Assembly and
24Governor on or before March 31, 2016 January 31, 2016.
25    (f) This Section is repealed on April 1, 2016 February 1,
262016.
