SYNOPSIS AS INTRODUCED:

    Amends the School Code. Provides that required training in suicide awareness and prevention techniques shall last at least 2 hours. Allows the State Board of Education to by rule provide for the training to be included as a continuing professional development requirement under the Code.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Sections
510-22.39 and 34-18.7 as follows:
 
6    (105 ILCS 5/10-22.39)
7    Sec. 10-22.39. In-service training programs.
8    (a) To conduct in-service training programs for teachers.
9    (b) In addition to other topics at in-service training
10programs, school guidance counselors, teachers, school social
11workers, and other school personnel who work with pupils in
12grades 7 through 12 shall be trained to identify the warning
13signs of mental illness and suicidal behavior in adolescents
14and teens and shall be taught appropriate intervention and
15referral techniques. Training in suicide awareness and
16prevention techniques shall last at least 2 hours, and the
17State Board of Education may by rule provide for this training
18to be included as a continuing professional development
19requirement under Article 21B.
20    (c) School guidance counselors, nurses, teachers and other
21school personnel who work with pupils may be trained to have a
22basic knowledge of matters relating to acquired
23immunodeficiency syndrome (AIDS), including the nature of the

1disease, its causes and effects, the means of detecting it and
2preventing its transmission, and the availability of
3appropriate sources of counseling and referral, and any other
4information that may be appropriate considering the age and
5grade level of such pupils. The School Board shall supervise
6such training. The State Board of Education and the Department
7of Public Health shall jointly develop standards for such
8training.
9    (d) In this subsection (d):
10    "Domestic violence" means abuse by a family or household
11member, as "abuse" and "family or household members" are
12defined in Section 103 of the Illinois Domestic Violence Act of
131986.
14    "Sexual violence" means sexual assault, abuse, or stalking
15of an adult or minor child proscribed in the Criminal Code of
161961 or the Criminal Code of 2012 in Sections 11-1.20, 11-1.30,
1711-1.40, 11-1.50, 11-1.60, 12-7.3, 12-7.4, 12-7.5, 12-12,
1812-13, 12-14, 12-14.1, 12-15, and 12-16, including sexual
19violence committed by perpetrators who are strangers to the
20victim and sexual violence committed by perpetrators who are
21known or related by blood or marriage to the victim.
22    At least once every 2 years, an in-service training program
23for school personnel who work with pupils, including, but not
24limited to, school and school district administrators,
25teachers, school guidance counselors, school social workers,
26school counselors, school psychologists, and school nurses,

1must be conducted by persons with expertise in domestic and
2sexual violence and the needs of expectant and parenting youth
3and shall include training concerning (i) communicating with
4and listening to youth victims of domestic or sexual violence
5and expectant and parenting youth, (ii) connecting youth
6victims of domestic or sexual violence and expectant and
7parenting youth to appropriate in-school services and other
8agencies, programs, and services as needed, and (iii)
9implementing the school district's policies, procedures, and
10protocols with regard to such youth, including
11confidentiality. At a minimum, school personnel must be trained
12to understand, provide information and referrals, and address
13issues pertaining to youth who are parents, expectant parents,
14or victims of domestic or sexual violence.
15    (e) At least every 2 years, an in-service training program
16for school personnel who work with pupils must be conducted by
17persons with expertise in anaphylactic reactions and
18management.
19    (f) At least once every 2 years, a school board shall
20conduct in-service training on educator ethics,
21teacher-student conduct, and school employee-student conduct
22for all personnel.

1suicide detection and intervention. School guidance
2counselors, teachers, school social workers, and other school
3personnel who work with pupils in grades 7 through 12 shall be
4trained to identify the warning signs of mental illness and
5suicidal behavior in adolescents and teens and shall be taught
6various intervention techniques. Such training shall be
7provided within the framework of existing in-service training
8programs offered by the Board or as part of the professional
9development activities required under Section 21-14 of this
10Code. Training in suicide awareness and prevention techniques
11shall last at least 2 hours, and the State Board of Education
12may by rule provide for this training to be included as a
13continuing professional development requirement under Article
1421B.
