AMENDMENT TO HOUSE BILL 5345

2    AMENDMENT NO. ______. Amend House Bill 5345 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Insurance Law of the Civil
5Administrative Code of Illinois is amended by changing Section
61405-25 as follows:
 
7    (20 ILCS 1405/1405-25)
8    Sec. 1405-25. Uninsured Ombudsman Program.
9    (a) The Department of Insurance shall establish and operate
10an Ombudsman Program for uninsured individuals to provide
11assistance and education to those individuals regarding health
12insurance benefits options and rights under State and federal
13law. The program may include, but is not limited to, counseling
14for uninsured individuals in the discovery, evaluation, and
15comparison of options for obtaining health insurance coverage.
16    (b) The Department may recruit and train volunteers to

1assist in the Ombudsman Program. The volunteers may provide
2one-on-one counseling on health insurance availability matters
3and provide education to uninsured individuals through public
4forums.
5    (c) The Department may issue reasonable rules necessary to
6implement this Section.
7    (d) The Department shall conduct a study to better
8understand the gaps in health insurance coverage for uninsured
9residents in Illinois. The study shall look at reasons why an
10individual is uninsured, such as a part-time or full-time
11working status, the inability to afford coverage, and the
12inability to qualify for coverage under the medical assistance
13program established under Article V of the Illinois Public Aid
14Code. The study shall additionally look at those residents in
15Illinois who are insured and whether they are covered through
16an employer-sponsored plan or through the Illinois health
17insurance marketplace. The Department shall submit a report of
18the findings, as well as the Department's recommendations to
19reduce the number of uninsured residents in Illinois, to the
20General Assembly no later than 12 months after the effective
21date of this amendatory Act of the 100th General Assembly. The
22report to the General Assembly shall be filed with the Clerk of
23the House of Representatives and the Secretary of the Senate in
24electronic form only, in the manner that the Clerk and the
25Secretary shall direct.

1    Section 10. The University of Illinois Hospital Act is
2amended by adding Section 3.5 as follows:
 
3    (110 ILCS 330/3.5 new)
4    Sec. 3.5. University of Illinois Hospital workforce;
5health insurance required. Notwithstanding any other provision
6of law, the University of Illinois Hospital shall provide
7health insurance coverage to all of its workforce.
 
8    Section 15. The Hospital Licensing Act is amended by adding
9Section 10.5 as follows:
 
10    (210 ILCS 85/10.5 new)
11    Sec. 10.5. Hospital workforce; health insurance required.
12Notwithstanding any other provision of law, each hospital
13licensed under this Act shall provide health insurance coverage
14to all of its workforce.".
