| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Public Aid Code is amended by | 5 | | changing Section 1-7 and by adding Section 12-4.51 as follows:

| 7 | | Sec. 1-7.
(a) For purposes of determining eligibility for | 8 | | assistance
under this Code, the Illinois Department, County | 9 | | Departments, and local
governmental units shall exclude from | 10 | | consideration restitution payments,
including all income and | 11 | | resources derived therefrom, made to persons of
Japanese or | 12 | | Aleutian ancestry pursuant to the federal Civil Liberties Act
| 13 | | of 1988 and the Aleutian and Pribilof Island Restitution Act, | 14 | | P.L. 100-383.
| 15 | | (b) For purposes of any program or form of assistance where | 16 | | a person's
income or assets are considered in determining | 17 | | eligibility or level of
assistance, whether under this Code or | 18 | | another authority, neither the State
of Illinois nor any entity | 19 | | or person administering a program wholly or
partially financed | 20 | | by the State of Illinois or any of its political
subdivisions | 21 | | shall include restitution payments, including all income and
| 22 | | resources derived therefrom, made pursuant to the federal Civil | 23 | | Liberties
Act of 1988 and the Aleutian and Pribilof Island |

100-383, in the calculation of income or | 2 | | assets for determining eligibility
or level of assistance.
| 3 | | (c) For purposes of determining eligibility for or the | 4 | | amount of assistance
under this Code, except for the | 5 | | determination of eligibility for payments or
programs under the | 6 | | TANF employment, education, and training programs and the
Food | 7 | | Stamp
Employment and Training Program, the Illinois | 8 | | Department, County Departments,
and local governmental units | 9 | | shall exclude from consideration any financial
assistance | 10 | | received under any student aid program administered by an | 11 | | agency of
this State or the federal government, by a person who | 12 | | is enrolled as a
full-time or part-time student of any public | 13 | | or private university, college, or
community college in this | 14 | | State.
| 15 | | (d) For purposes of determining eligibility for or the | 16 | | amount of assistance under this Code, except for the | 17 | | determination of eligibility for payments or programs under the | 18 | | TANF employment, education, and training programs and the SNAP | 19 | | Employment and Training Program, the Illinois Department, | 20 | | County Departments, and local governmental units shall exclude | 21 | | from consideration, for a period of 36 months, any financial | 22 | | assistance, including wages, that is provided to a person who | 23 | | is enrolled in a demonstration project that is not funded with | 24 | | general revenue funds and that is intended as a bridge to | 25 | | self-sufficiency by offering (i) intensive workforce support | 26 | | and training and (ii) support services for new and expectant |

| 1 | | parents that are intended to foster multi-generational healthy | 2 | | families as described in Section 12-4.51. | 3 | | (Source: P.A. 92-111, eff. 1-1-02.)
| 4 | | (305 ILCS 5/12-4.51 new) | 5 | | Sec. 12-4.51. Workforce training and healthy families | 6 | | demonstration project. | 7 | | (a) Subject to the availability of funds provided for this | 8 | | purpose by the federal government, local philanthropic or | 9 | | charitable sources, or other private sources, there is created | 10 | | a 5-year demonstration project within the Department of Human | 11 | | Services to provide an intensive workforce training program for | 12 | | entry level workers and a multi-generational healthy family | 13 | | initiative. No general revenue funds may be used to fund the | 14 | | demonstration project created under this Section. The | 15 | | demonstration project shall be implemented no later than 6 | 16 | | months after the effective date of this amendatory Act of the | 17 | | 100th General Assembly and shall terminate 5 years after the | 18 | | initial date of implementation. The demonstration project | 19 | | shall be operated and maintained by a non-profit, | 20 | | community-based entity that shall provide the majority of the | 21 | | wages earned by participants enrolled in the workforce training | 22 | | program as well as support services to families, including new | 23 | | and expectant parents, enrolled in the multi-generational | 24 | | healthy family initiative. The total number of participants in | 25 | | the 5-year demonstration project at any one time shall not |

| 1 | | exceed 500. Participants enrolled in the workforce training | 2 | | program or the multi-generational healthy family initiative | 3 | | shall qualify to have whatever financial assistance they | 4 | | receive from their participation excluded from consideration | 5 | | for purposes of determining eligibility for or the amount of | 6 | | assistance under this Code as provided in subsection (d) of | 7 | | Section 1-7. The selected entity must immediately notify the | 8 | | Department of Human Services or the Department of Healthcare | 9 | | and Family Services whenever a participant enrolled in the | 10 | | workforce training program or the multi-generational healthy | 11 | | family initiative leaves the demonstration project and ceases | 12 | | to participate in any of the programs under the demonstration | 13 | | making the participant ineligible to receive an exemption as | 14 | | provided in subsection (d) of Section 1-7. | 15 | | (b) The entity selected to operate and maintain the | 16 | | demonstration project shall be a non-profit, community-based | 17 | | entity in good standing with the State that is located in a | 18 | | county with a population of less than 3,000,000. The selected | 19 | | entity must comply with all applicable State and federal | 20 | | requirements and must develop and implement a research | 21 | | component to determine the effectiveness of the demonstration | 22 | | project in promoting and instilling self-sufficiency through | 23 | | its intensive workforce training program and | 24 | | multi-generational healthy family initiative. The State shall | 25 | | not fund the research component outlined in the Section or any | 26 | | program under the demonstration project. |

| 1 | | (c) Beginning one year after the initial implementation | 2 | | date of the demonstration project, and each year thereafter for | 3 | | the duration of the demonstration, the selected entity shall | 4 | | submit a report to the Department of Human Services, the | 5 | | Department of Healthcare and Family Services, and the General | 6 | | Assembly that details the progress and effectiveness of the | 7 | | demonstration project and the demonstration's impact on | 8 | | instilling the value of self-sufficiency in participants. The | 9 | | 4th annual report shall also provide policy recommendations on | 10 | | best practices for and continued research on facilitating | 11 | | bridges to self-sufficiency. The 4th annual report may also | 12 | | include a recommendation on making the demonstration project | 13 | | permanent upon completion of the demonstration project period. | 14 | | The reports to the General Assembly shall be filed with the | 15 | | Clerk of the House of Representatives and the Secretary of the | 16 | | Senate in electronic form only, in the manner that the Clerk | 17 | | and the Secretary shall direct.
