SYNOPSIS AS INTRODUCED:

    Amends various acts relating to the governance of public universities in Illinois. Provides that on or before July 1, 2020, and on or before each July 1 thereafter, the board of trustees of each university must submit a report to the Board of Higher Education on the amount of tuition that students attending the university paid in the previous academic year that includes (i) the percentage of undergraduate and graduate students who paid more than 75% of full tuition costs, (ii) the percentage of undergraduate and graduate students who paid more than 50% but no more than 75% of full tuition costs, (iii) the percentage of undergraduate and graduate students who paid more than 25% but no more than 50% of full tuition costs, (iv) the percentage of undergraduate and graduate students who paid no more than 25% of full tuition costs, and (v) the percentage of undergraduate and graduate students who had no tuition costs. Provides that the tuition costs calculated must reflect the amount of tuition paid by a student after all scholarships, grants, and other financial assistance have been applied to his or her tuition charge.

1     AN ACT concerning education.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The University of Illinois Act is amended by
5 adding Section 105 as follows:

6     (110 ILCS 305/105 new)
7     Sec. 105. Tuition report. On or before July 1, 2020, and on
8 or before each July 1 thereafter, the Board of Trustees must
9 submit a report to the Board of Higher Education on the amount
10 of tuition that students attending the University paid in the
11 previous academic year that includes all of the following
12 information:
13         (1) The percentage of undergraduate and graduate
14     students who paid more than 75% of full tuition costs.
15         (2) The percentage of undergraduate and graduate
16     students who paid more than 50% but no more than 75% of
17     full tuition costs.
18         (3) The percentage of undergraduate and graduate
19     students who paid more than 25% but no more than 50% of
20     full tuition costs.
21         (4) The percentage of undergraduate and graduate
22     students who paid no more than 25% of full tuition costs.
23         (5) The percentage of undergraduate and graduate

1     students who had no tuition costs.
2     The tuition costs calculated under this Section must
3 reflect the amount of tuition paid by a student after all
4 scholarships, grants, and other financial assistance have been
5 applied to his or her tuition charge.

6     Section 10. The Southern Illinois University Management
7 Act is amended by adding Section 90 as follows:

9     Sec. 90. Tuition report. On or before July 1, 2020, and on
10 or before each July 1 thereafter, the Board of Trustees must
11 submit a report to the Board of Higher Education on the amount
12 of tuition that students attending the University paid in the
13 previous academic year that includes all of the following
14 information:
15         (1) The percentage of undergraduate and graduate
16     students who paid more than 75% of full tuition costs.
17         (2) The percentage of undergraduate and graduate
18     students who paid more than 50% but no more than 75% of
19     full tuition costs.
20         (3) The percentage of undergraduate and graduate
21     students who paid more than 25% but no more than 50% of
22     full tuition costs.
23         (4) The percentage of undergraduate and graduate
24     students who paid no more than 25% of full tuition costs.

1         (5) The percentage of undergraduate and graduate
2     students who had no tuition costs.
3     The tuition costs calculated under this Section must
4 reflect the amount of tuition paid by a student after all

7     Section 15. The Chicago State University Law is amended by
8 adding Section 5-200 as follows:

10     Sec. 5-200. Tuition report. On or before July 1, 2020, and
11 on or before each July 1 thereafter, the Board of Trustees must
12 submit a report to the Board of Higher Education on the amount
13 of tuition that students attending the University paid in the
14 previous academic year that includes all of the following
15 information:
16         (1) The percentage of undergraduate and graduate
17     students who paid more than 75% of full tuition costs.
18         (2) The percentage of undergraduate and graduate
19     students who paid more than 50% but no more than 75% of
20     full tuition costs.
21         (3) The percentage of undergraduate and graduate

8     Section 20. The Eastern Illinois University Law is amended
9 by adding Section 10-200 as follows:

11     Sec. 10-200. Tuition report. On or before July 1, 2020, and
12 on or before each July 1 thereafter, the Board of Trustees must
13 submit a report to the Board of Higher Education on the amount
14 of tuition that students attending the University paid in the
15 previous academic year that includes all of the following
16 information:
17         (1) The percentage of undergraduate and graduate
18     students who paid more than 75% of full tuition costs.
19         (2) The percentage of undergraduate and graduate
20     students who paid more than 50% but no more than 75% of
21     full tuition costs.
22         (3) The percentage of undergraduate and graduate

13 on or before each July 1 thereafter, the Board of Trustees must
14 submit a report to the Board of Higher Education on the amount
15 of tuition that students attending the University paid in the
16 previous academic year that includes all of the following
17 information:
18         (1) The percentage of undergraduate and graduate
19     students who paid more than 75% of full tuition costs.
20         (2) The percentage of undergraduate and graduate
21     students who paid more than 50% but no more than 75% of
22     full tuition costs.

15 submit a report to the Board of Higher Education on the amount
16 of tuition that students attending the University paid in the
17 previous academic year that includes all of the following
18 information:
19         (1) The percentage of undergraduate and graduate
20     students who paid more than 75% of full tuition costs.
21         (2) The percentage of undergraduate and graduate
22     students who paid more than 50% but no more than 75% of
23     full tuition costs.
24         (3) The percentage of undergraduate and graduate

14     Sec. 25-200. Tuition report. On or before July 1, 2020, and
15 on or before each July 1 thereafter, the Board of Trustees must
16 submit a report to the Board of Higher Education on the amount
17 of tuition that students attending the University paid in the
18 previous academic year that includes all of the following
19 information:
20         (1) The percentage of undergraduate and graduate
21     students who paid more than 75% of full tuition costs.
22         (2) The percentage of undergraduate and graduate
23     students who paid more than 50% but no more than 75% of
24     full tuition costs.

15     Sec. 30-210. Tuition report. On or before July 1, 2020, and
16 on or before each July 1 thereafter, the Board of Trustees must
17 submit a report to the Board of Higher Education on the amount
18 of tuition that students attending the University paid in the
19 previous academic year that includes all of the following
20 information:
21         (1) The percentage of undergraduate and graduate
22     students who paid more than 75% of full tuition costs.
23         (2) The percentage of undergraduate and graduate
24     students who paid more than 50% but no more than 75% of

2         (3) The percentage of undergraduate and graduate

14 by adding Section 35-205 as follows:

16     Sec. 35-205. Tuition report. On or before July 1, 2020, and
17 on or before each July 1 thereafter, the Board of Trustees must
18 submit a report to the Board of Higher Education on the amount
19 of tuition that students attending the University paid in the
20 previous academic year that includes all of the following
21 information:
22         (1) The percentage of undergraduate and graduate
23     students who paid more than 75% of full tuition costs.
24         (2) The percentage of undergraduate and graduate
